This notice is to identify businesses capable of providing Medical Officer of the Day (MOD) Services for the Battle Creek VA Medical Center in Battle Creek, Michigan. The MOD is expected to be Board Certified/Board Eligible in Family Practice or Internal Medicine.

• No quotes will be reviewed at this time.

• The Department of Veterans Affairs will not be responsible for any costs incurred in response to this notice.

• This notice does not commit the Government to an award or a specific acquisition approach.

• All submitted information is voluntary.

• A draft Performance Work Statement (PWS) is attached and subject to change.

Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for providing Medical Officer of the Day (MOD) services at the Battle Creek VA Medical Center.

• Provide 2.95 FTE Medical Officer Board Eligible in Internal Medicine or Family Practice with inpatient and outpatient experience.

• Services are required during off-tour hours: 6:00 PM to 7:00 AM Monday through Thursday, 6:00 PM Friday through 7:00 AM Monday (entire weekend), and all federal holidays.

• The Contractor shall provide credentialed physicians who have completed a NACI background check.

• Services include direct patient care, evaluation, treatment, management of hospitalized medical patients, critical/acute care, and emergency care for employees and visitors.

• Responsibilities include admitting, treating, discharging, or referring patients; completing History & Physicals, discharge summaries, and medication reconciliations; and responding to medical emergencies.

• Physicians must adhere to VA policies, directives, and handbooks, including those related to patient experience, scheduling, privacy, and credentialing.

• Physicians must be on time and available 95% of the time.

• Patient safety incidents must be reported within 24 hours (100% compliance).

• Mandatory training must be completed on time by 95% of physicians.

• Compliance with privacy, confidentiality, and HIPAA is required (100%).

• Discharge summaries must be completed in CERNER for 100% of patients discharged during duty hours.

• Medication reconciliation must be performed for 95% of admissions/discharges.

• EDIS actions must be completed for 95% of assignments/dispositions.

• Licensing, registration, and certifications must be kept current (100%).

• Period of Performance: December 14, 2026, to December 13, 2031, with four option years.

• Place of Performance: Battle Creek VA Medical Center, 5500 Armstrong Road, Battle Creek, Michigan 49037.

• Qualifications: Physicians must be Board Certified/Board Eligible in Internal Medicine or Family Practice, currently certified in BLS and ACLS. Must possess a current, full, and unrestricted license to practice medicine in a U.S. state or territory.

• Training: Mandatory training includes ACLS/BLS, Active Threat, EHR, Infection Control, Government Ethics, and others as listed. Annual training and bi-annual certifications are required.

• Health Requirements: Proof of negative TB test, immunity for MMR and Varicella, Tdap vaccination, and annual Influenza vaccine (or mask) are required.

• Background Check: NACI background check is required.

• Security: Compliance with VA IT security requirements, including background investigations and PIV card/security badge issuance.

• Reporting: Contractor must submit a Quality Control Plan, license/certification copies, OIG list comparison, insurance proof, and training certificates.

• Billing: Invoices must be submitted electronically via Tungsten Automation by the 20th workday of the following month.
