Sources Sought Notice / Request for Information (RFI)

This RFI is issued by the G.V. Sonny Montgomery VA Medical Center (GVSM VAMC) to identify potential sources for Pathology Services. The information gathered will help define the procurement strategy for a future solicitation. This notice is not a solicitation, and no contract will be awarded from this RFI.

The VA requires on-site professional laboratory services for a Contractual Pathologist. The estimated need is for 375 hours. This is an emergency interim staffing need due to critical shortages, requiring a provider who can perform independently with minimal onboarding.

• Manufacturing Origin: Where requested items/equipment are manufactured (documentation required).

• Business Size & Compliance: Whether the vendor is a small or large business, and compliance with the Non-Manufacturer Rule (NMR) (documentation required).

• Authorized Distributor Status: Evidence of authorization to access Original Equipment Manufacturer (OEM) parts (required).

• Contractor Information: Name, contact details, company business size, and DUNS number.

• Small Business Status: Confirmation of small business concern status (SB, SDVOSB, VOSB, HUBZone, 8A) with the relevant NAICS code, including proof.

• Existing Contracts: Availability under GWAC, GSA Schedule, IDIQ, or BPA (contract number required).

• Market Pricing: Estimated market research pricing for the services.

• Services: On-site professional laboratory services for a Pathologist.

• Place of Performance: G.V. Sonny Montgomery VAMC, Jackson, MS.

• Period of Performance: Base 6/20/26-6/19/27, with two option periods.

• Qualifications: Pathologists must hold a current unrestricted Mississippi medical license, be board-certified by the American Board of Pathology in Anatomic and Clinical Pathology, possess BLS certification, and have at least three cumulative years of VHA experience as a pathologist within the last two years.

• Training: Mandatory VA training (Cyber Security, Privacy, HIPAA, etc.) and specific medical training (BLS) are required.

• Personnel Requirements: Must be able to interpret diagnostic slides, maintain professional conduct, and comply with VA policies and standards.
