Scope of Work

The contractor will provide professional teleradiology services for radiology examinations performed at the Pittsburgh VAMC. Services require immediate communication of STAT or critical emergent test results and must be conducted by board-certified Radiologists from a U.S.-based corporation. The scope covers all necessary personnel, technical support, medical and other equipment, telecommunications, supplies, and supervision. Services must be performed within the territorial borders of the United States. Coverage is primarily for off-tour hours (Monday-Thursday 8pm-8:00 am, and Friday 8pm through Monday 8:00 am), with an expectation of 24-hour coverage. Imaging procedures include plain film, US, CT, CTA, and MRI cases. The contractor must ensure compliance with HIPAA and all relevant federal regulations regarding patient information security and confidentiality.

Performance Standards

Routine interpretations must have completed and verified reports available in CPRS/Vista Imaging within 48 hours of exam registration. STAT interpretations require a preliminary report by fax to referring clinicians within 45 minutes of request receipt, with critical/emergent results also communicated by telephone. Final STAT reports must be verified within 48 hours. The service requires a minimum 99% uptime performance rate (excluding VA network or ISP issues). There is zero tolerance for late reports, non-availability of radiologists, and breaches of privacy/confidentiality, with a 95% compliance target for overall timeliness of patient records.

Special Requirements

Contractors must be U.S.-based corporations with a minimum of three years of experience providing off-routine teleradiology interpretations for VA Medical Centers, demonstrating consistent coverage (>99% uptime for a 3-year period). Radiologists must be board-certified, licensed in the state of practice, have at least two years of clinical experience, and carry malpractice insurance. The contractor must provide quarterly peer review data and ensure all personnel complete VA-required training (Ethics, Cybersecurity, Privacy). Secure communication systems and VPN connections must comply with VA Handbook 6500. Evidence of Joint Commission accreditation or a comparable statement is required.
