Quick Summary

The Department of Veterans Affairs (VA), through its Program Contracting Activity Central (PCAC), is conducting market research via a Request for Information (RFI) to identify capable Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. The purpose is to support the National Activations Office (NAO) with Initial Outfitting, Transition, and Activation (IOT&A) services for new VHA medical facilities during FY27 & FY28. Responses are due by June 18, 2026, 4:00 PM EST.

Scope of Work

The RFI seeks capability statements for pre-planning and activation tasks, including:

  • Comprehensive Project Management Support Services
  • Comprehensive Interior Design, FF&E, and Space Planning Services
  • Concept of Operations (CONOPS) and Transition Planning
  • Acquisition Planning Services
  • Acquisition Packages Development
  • Warehousing and Warehousing Management Services
  • Relocation of Reuse and Personnel Files
  • Activation Services and Post Occupancy Support
  • Staff Training and Orientation

Eligibility & Set-Aside

This RFI is specifically for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). To be eligible for a potential set-aside under the VA's Veterans First Contracting Program, firms must:

  1. Be verified by the VA as an SDVOSB.
  2. Meet the small business size standard for NAICS 541614 (Process, Physical Distribution, and Logistics Consulting Services), which is $20 million. Firms not meeting these criteria should not respond.

Submission Requirements

Interested SDVOSB firms should provide capability statements detailing:

  • Summary of technical capabilities for the listed tasks.
  • Corporate experience in federal healthcare pre-planning and activation services, with specific examples (agency, POC, scope, dollar value, contract number, prime/sub status).
  • Identification of existing contract vehicles (e.g., GSA schedules) relevant to the tasks. Generic capability statements will not be accepted.

Key Dates & Contacts

Additional Notes

This RFI is for planning purposes only and does not constitute a solicitation or commitment to award a contract. The Government will not pay for information submitted.
