PRESOLICITATION NOTICE Initial Outfitting, Transition, and Activation Services in support of the Killeen VA Outpatient Clinic.
100% SDVOSB SET ASIDE
This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal Initial Outfitting, Transition, and Activation (IOT&A) services for the Killeen VA Outpatient Clinic Activation. This requirement supports VHA's mission by providing contractor support services to help bring the facility into full planned operations that will provide health care services to Veterans. This will be a firm-fixed-price contract with an estimated Period of Performance of (44) forty-four months.
On August 10, 2022, the United States Congress enacted the PACT Act of 2022, Public Law# 117-168, authorizing 31 major leases for the Department of Veterans Affairs to enhance services for Veterans. The parent facilities, such as Central Texas VA Health Care System, are working with VA Office of Real Property and other support offices to secure award of the lease to developers who want to create the site of care for VA use.
Central Texas VA Health Care System has been approved for a major lease to create an expanded service opportunity for Veteran health care. The Killeen VA Outpatient Clinic project proposes to lease an approximately 196,382 net usable square foot (NUSF) new Outpatient Clinic in the vicinity of Killeen, TX, including 1,350 parking spaces. The new facility would allow for a decompression of the Temple VA Medical Center. The lease would enhance outpatient services by closing space gaps identified in the Strategic Capital Investment Planning (SCIP) process. The new lease would expand the current Primary Care space, enabling a full implementation of the Patient Aligned Care Team (PACT) model of care delivery, improving operational efficiencies and the Veteran experience. The clinic is classified as a multi-specialty clinic and will add new services such as Primary Care, Mental Health, Specialty Care, and Ancillary and supporting services.
This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must:
be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://search.certifications.sba.gov/ for details)
and
meet the small business size standard for NAICS 541614.
The solicitation is anticipated to be posted on Contract Opportunities for download on or about 19 September 2025. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be 17 October 2025. Solicitation initial posting date and the closing date are subject to change as necessary.
