PRESOLICITATION NOTICE Initial Outfitting Transition and Activation (IOTA) Services Jonathan M. Wainwright Memorial VAMC (Tri-Cities)

100% SDVOSB SET ASIDE

This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal IOTA Services for the Tri-Cities, WA Outpatient Clinic (OPC) Activation. This requirement supports VHA's mission by providing contractor services to help support the activation. This will be a firm-fixed-price contract with an estimated Period of Performance of (37) thirty-seven months.

The Tri-Cities, Washington Outpatient Clinic (OPC) proposes leasing an approximately 98,635 NUSF replacement and expanded Outpatient Clinic in the vicinity of Tri-Cities, WA, which includes 700 parking spaces. The new facility would expand on care currently provided at the existing Richland Outpatient Clinic lease and allow for a decompression of the Jonathan M. Wainwright Memorial VAMC in Walla Walla. The lease would enable VA to enhance outpatient services by closing the space gaps identified in the SCIP process.

This requirement will be set-aside 100% for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) using FAR Part 12, 13 and 37. To be eligible for an SDVOSB set aside under VA s Veterans First Contracting Program, SDVOSBs must:

be verified by the Department of Veterans Affairs (VA) as SDVOSB (see https://search.certifications.sba.gov/ for details)

and

meet the small business size standard for NAICS 541614.

The solicitation is anticipated to be posted on Contract Opportunities for download on or about 26 September 2025. Potential offerors are advised that there may be truncated response time on the solicitation that will follow this Pre-Solicitation notice. Anticipated closing date of the solicitation will be 29 October 2025. Solicitation initial posting date and the closing date are subject to change as necessary.
