This document is a Sources Sought/Request for Information (RFI) issued by Network Contracting Office (NCO) 16 to determine contractor interest and capabilities for Instrument Marking services at the Central Arkansas Veterans Healthcare System (CAVHS) in Little Rock and North Little Rock, AR. The government is also seeking information on contractor qualifications, compliance with regulations (Nonmanufacturer Rule, Buy American Act, Trade Agreement Act), and estimated industry pricing for market research and budgetary purposes. • Conduct instrument marking at 4300 West 7th Street, Little Rock, AR, and 2200 Ft Roots, North Little Rock, AR (Building 170, rooms GK-125 and GK-126).

• Utilize laser marking technology to mark and identify surgical instruments for tracking within the Censitrac system.

• Mark instruments in compliance with EDA Standard 4.0, including visible serial numbers.

• Handle instruments with illegible or missing vendor names/catalog numbers as specified.

• Return instruments that cannot be laser marked due to material or configuration.

• Do not mark implant sets; mark individual instruments from sets separately.

• Cross-reference instrument data to the VA Gold File and upload to the client's production environment.

• Ensure quality control of marks for scanning into the Censitrac system.

• Period of Performance: One (1) Year.

• Brand Name or Equal: CensiTrac and Related Software. Equal products will be considered if they meet or exceed salient characteristics.

• Responses are due by 05/12/2026 at 3:00 PM (CST).

• Interested offerors must provide company size, SAM Unique Entity Identification Number, and proof of qualifications for small business categories (SDB, HUBZone, 8A) if applicable.

• Contractors must address compliance with the Nonmanufacturer Rule (NMR), Buy American Act, and Trade Agreement Act.

• NAICS code 513210 is referenced for small business size standard.

• This is a Sources Sought/RFI, not a solicitation (RFP, IFB, RFQ).

• No solicitation currently exists.

• Contractors should provide descriptive literature and authorization letters as requested.

• Estimated industry pricing for the specified product is requested for market research.

This notice is a Sources Sought/Request for Information (RFI) issued by the Department of Veterans Affairs, Network Contracting Office (NCO) 16, for Instrument Marking services at the Central Arkansas VA Healthcare System (CAVHS) in Little Rock and North Little Rock, AR.   • 4300 West 7th Street, Little Rock, AR (van parked in loading dock).
  • 2200 Fort Roots Drive, North Little Rock, AR, Building 170, rooms GK-125 and GK-126 (van parked outside Building 170 in the west loading dock).
