This solicitation is for "Special Mode Transportation, (Ambulatory Non-Emergent) Hired Car and Wheelchair Transportation Services" for beneficiaries of the Kansas City VA Medical Center. The government intends to award a Firm Fixed Price Requirements contract with Economic Price Adjustment for fuel.

• Provision of ambulatory non-emergent hired car and wheelchair transportation services.

• Services are required 24/7/365, with the majority of requests between 6:00 a.m. and 6:00 p.m. Monday through Friday.

• "Through the door" assisted service is required for all patients.

• Drivers must have specific certifications (First Aid, CPR, oxygen dispensing training) and undergo background checks.

• Vehicles must meet specific safety, maintenance, and equipment standards, including restraints for wheelchairs and functioning HVAC.

• Contractor must maintain a 90% satisfaction rate per 100 trips.

• This is an Indefinite Delivery, Indefinite Quantity (IDIQ) five-year contract.

• Individual task orders will be funded for periods not exceeding twelve months.

• Economic Price Adjustment will be applied annually based on the U.S. Energy Information Administration (EIA) Midwest Region On-Highway Diesel Fuel Price.

• Offerors must be established, financially responsible, and possess necessary equipment and personnel.

• Offerors will have 30 days from award to stage personnel, equipment, and documentation.
