This document is a Purchase Description for the National Guard Teen Panel event, hosted by the District of Columbia Army National Guard (DCARNG). The DCARNG is seeking services for a Military Family Readiness Workshop.

• Event Dates: April 8th – 12th, 2026.

• Location: A facility within a 5-mile radius of zip code 22204 in Arlington, VA. The facility cannot be a casino hotel or motel.

• Attendees: Up to 20 attendees per workshop.

• Facility Requirements:

  • On-site parking for at least 5 vehicles, within a 2-minute walk of meeting spaces.
  • Complimentary shuttle service between the hotel and the National Guard Bureau (111 South George Mason Drive, Arlington, VA).
  • Complimentary shuttle service between the hotel and Ronald Reagan Airport (Washington D.C.).
  • Complimentary WiFi.
  • Conference room capacity for up to 20 people.

• Lodging Requirements:

  • Hotels must have a 3-star rating or higher (AAA or Forbes Travel Guide).
  • Rooms must be in good working condition with functional electrical outlets, lights, and switches.
  • Guest room doors require a primary lock and a secondary deadbolt.
  • Controlled heating/air conditioning with clean or replaced air filters.
  • Procedures for utility failure (e.g., electrical, plumbing, HVAC) for more than 2 hours, including potential relocation to an equal facility at no cost to the government.
  • Private bath with full toilet and shower, hot/cold running water, clean linens, and daily bed making.
  • Access to facility pools, lounges, and parking areas.
  • Compliance with all local fire, health, safety, and sanitation regulations.

• Meals:

  • Provided for 20 people in the meeting space.
  • Breakfast minimums include bread, protein (turkey bacon, sausage, eggs), cereal, assorted fruit, juice, coffee/tea, and water.

• The document outlines specific room and conference space requirements for different dates within the April 8th-12th, 2026 timeframe.

• The contractor is responsible for providing reservations for the specified number of rooms and beds.

This solicitation, W912R126QA004, is for commercial products and services. The government is procuring meals, lodging, and conference meeting space.

• Meals: Breakfast for 20 people per day from April 9-12, 2026. Delivery in accordance with the purchase description.

• Lodging: Four (4) double and seven (7) single non-smoking guest rooms for the nights of May 8-11, 2026. Lodging must be in accordance with the purchase description.

• Conference Space: One (1) general session conference room suitable for 20 participants, in accordance with the purchase description.

• Product Service Code: V231 for all items.

• NAICS Code: 721110 (Lodging).

• Inspection and Acceptance: Both at the destination. Electronic invoicing via the WAWF system is required.

• Solicitation Issue Date: February 27, 2026

• Offer Due Date: March 10, 2026, 3:00 PM EST

• Period of Performance:

  • Meals: April 9-12, 2026
  • Lodging: May 8-11, 2026
  • Conference Space: April 8-12, 2026

• Pricing Arrangement: Firm Fixed Price for all items.

• Submission: Quotes must be submitted electronically to the Contract Specialist and Contracting Officer.

• Quote Format: Must include all required data, be unclassified, and structured according to CLINs with Unit Price and Total amounts.

• Quote Acceptance Period: Minimum of 60 days from the solicitation closing date.

• Questions: Due by March 10, 2026, 11:00 AM EST. Answers will be posted to SAM.gov.

• Evaluation: Award will be based on price and other factors, including past performance, event facility location, lodging quality, and menu items. The government seeks the best value.

• The solicitation incorporates FAR clauses by reference, including 52.212-1 (Instructions to Offerors) and 52.212-4 (Terms and Conditions).
