• The period of performance was originally 03/23/2026 to 09/30/2026, but this is now moot due to the cancellation of the requirement.

Statement of Work (SOW) / Performance Work Statement (PWS)

To deliver code improvements to QGIS (open-source desktop GIS application) to enhance its planetary support, eliminate projection-related bugs, and enable broader usability of planetary map services.

• Eliminate EPSG:4326-related warnings when planetary datasets are loaded into QGIS.

• Modify QGIS to correctly set base projection based on the first loaded planetary dataset.

• Resolve geodesic measurement tool bug for planetary radius calculations.

• Correct scale bar generation to reflect appropriate planetary radius.

• Enable proper handling of planetary projection codes (+proj=IAU_2015) for WMS/WFS layers.

• Implement support for geocentric X,Y,Z map projection (+proj=cart) in the 2D QGIS viewer.

• Task 1 (Projection Error Fix): Eliminate EPSG:4326 warnings for planetary data. Acceptance: Manual test with provided datasets shows no warnings.

• Task 2 (Measurement Tool Fix): Correct use of geodesic method for non-Earth bodies. Acceptance: Unit test output shows measurement accuracy within 1%.

• Task 3 (Scale Bar Bug Fix): Reflect correct planetary radius. Acceptance: Visual test in Composer tool shows scale bar renders to appropriate scale.

• Task 4 (WMS/WFS Planetary Codes): Ingest planetary-coded WMS/WFS layers. Acceptance: Integration test with map servers shows QGIS correctly renders advertised layers.

• Optional Task 5: Implement +proj=cart for 2D viewer. Acceptance: Manual test using global LiDAR data shows proper rendering of XYZ projection.

• Period of Performance: Award date through 09/30/2026.

• Place of Performance: All work performed remotely.

• Deliverables must be committed to the QGIS GitHub repository under accepted contribution standards.

• Developed code must be compatible with current QGIS builds, developed in C/C++ or Python, and accompanied by passing unit tests.

• Contractor must have capability in C++, Python, and Qt; ability to address geospatial projection bugs; integrate planetary projection codes; and collaborate in open-source repositories.

• Government-Furnished Information (GFI) includes test datasets, output samples, and a technical liaison.
