Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The U.S. Department of Commerce, National Institute of Standards and Technology (NIST) is conducting market research through a Request for Information (RFI)/Sources Sought notice to identify capable providers of a QNet Qubit Controller. This notice aims to gather information from both small and other than small businesses to determine the appropriate acquisition strategy. Responses are due by March 10, 2026.
Scope of Work
NIST requires a QNet Qubit Controller, described as a low noise, programmable RF and microwave pulse generator. This device must be capable of generating and synchronizing multiple tones between DC and nominally 16 GHz. It is crucial for the operation and measurement of microwave-optical transducer devices and will serve as the experimental control system for quantum networking projects. Key technical requirements include an output frequency tuning range of DC-16 GHz, multiple input/output channels with synchronized oscillators, output power greater than +5dBm, and phase noise less than -145 dBc/Hz at 1 MHz offset. The unit should be rack mount or bench top with manual and programmable control interfaces, and N-Type or 2.92 mm (K) coaxial output connectors.
Information Requested from Industry
NIST invites industry sources to submit responses (up to 4 pages, excluding cover and pricing) including:
- Company details (UEI, name, address, website, points of contact).
- Validation of company size status under NAICS 334513.
- Confirmation of active SAM.gov registration.
- Suggestions for improving the Specifications document for clarity and competitiveness.
- Suggested evaluation factors for a future competitive acquisition.
- Standard commercial pricing information (if available).
- An estimate for the Specification requirements (no quotations).
- Company experience and capability in providing similar QNet Qubit Controllers.
- For small businesses, an indication of compliance with FAR clause 52.219-14 (Limitations on Subcontracting) if a total small business set-aside.
- Details of any GSA Multiple Award Schedule or other federal contracts.
