Quick Summary

The District of Columbia Courts (DCC), on behalf of the Court of Appeals (DCCA), is soliciting proposals for Quality Assurance (QA) and Software Testing Services. The requirement is for two (2) mid-level QA and Software Testers to support the implementation of the DCCA's web-based Case Management System. This is an unrestricted / open market solicitation. Proposals are due April 21, 2026, by 1:00 PM EST.

Scope of Work

The selected contractor will provide comprehensive QA and software testing services. This includes, but is not limited to: Database testing, Functional testing, Interface testing, Software compatibility testing, User Acceptance Testing (UAT), Regression testing, Performance and load testing, Disaster recovery testing, End-to-end testing, and Section 508 accessibility testing. Testers will also be responsible for knowledge transfer, training, and ongoing support to end-users, following the ITD System Development Life Cycle (SDLC) processes. Experience with Agile development environments and large-scale, complex IT testing environments, particularly Case Management Systems like C-Track Enterprise, is highly desirable.

Key Deliverables

Deliverables include Test Scenarios, Test Cases/Scripts, Workflow Documentation, Test Execution Results, Defect/Issue Reports, Test Status Reports, Test Summary Reports, User Guides, and Knowledge Transfer documentation.

Contract & Timeline

  • Period of Performance: One (1) year base term with one (1) one-year option period.

Submission & Evaluation

Proposals must be submitted via email to Ahmad Stanekzai (ahmad.stanekzai@dccsystem.gov). Submissions require two separate PDF files: Volume 1 - Technical Proposal and Volume 2 - Price Proposal. Evaluation criteria include Price, Experience and Qualifications (50 points), Technical Approach (20 points), and Past Performance and Customer Service (30 points), with non-price factors approximately equal to price. Amendment No. 1 revised the page limit for Tab B (Experience & Qualifications) in the Technical Proposal to 15 pages.
