Statement of Work (SOW) / Performance Work Statement (PWS)

To provide non-hazardous waste (trash) collection and disposal services for the National Memorial Cemetery at Quantico, VA.

• Collection & Disposal: Contractor shall collect and deliver non-hazardous waste to an approved, licensed disposal area/landfill in an environmentally safe manner.

• Dumpster Requirements: Provide one (1) factory new or recently refurbished (within 3 months, like new) 30 Cubic Yard Top Dumpster Roll Off at the service area/loading dock. Dumpsters must display company name and contact information. Damaged or unsightly dumpsters must be replaced at no cost to the government upon written request.

• Waste Composition: Includes plastic/aluminum beverage containers, magazines, newspapers, mixed office paper, floral arrangements, cafeteria waste, general office waste, and food wrappings.

• Cleanup: Contractor is responsible for cleaning up any spilled trash during pickup and disposal.

• Off-site Disposal: All waste must be removed from government premises; no on-site burning or disposal is allowed.

• Compliance: Contractor is solely responsible for full compliance with all Federal, State, Local, and other applicable laws, policies, rules, and regulations. The strictest regulation applies in case of conflict.

• Permits & Licenses: Contractor is responsible for obtaining all necessary permits, licenses, and certifications.

• No Recycling: Recycling activities are not included in this contract.

• Equipment: Contractor provides and maintains all dumpster maintenance, labor, supervision, equipment, handling, and transportation.

• Dumpsters must be replaced if damaged or unsightly.

• Spilled trash must be cleaned up.

• Disposal must comply with all legal and environmental requirements.

• Location: National Memorial Cemetery at Quantico, 18424 Joplin Road, Triangle, VA 22172.

• Work Hours: Normal business days and daylight hours between 7:30 am and 4:00 pm, Monday through Friday, excluding Federal holidays. Deviations require prior written permission from the COR.

• Contract Management: The VA Contracting Officer (CO) retains administrative functions. The CO may designate a Contracting Officer's Representative (COR) for technical guidance and supervision. The COR for this contract is Scott Walker Jr. (703-221-2183). The COR cannot modify contract terms.

• Scheduling: The COR may direct and arrange the contractor's work schedule to coordinate with cemetery activities.

• Vehicles: All vehicles and equipment must have OSHA-approved back-up alarms.

• Weather: Work may be postponed due to unsuitable climate/weather without penalty or additional cost.

• Personnel Appearance & Conduct: Contractor personnel must be professional, unobtrusive, and dressed appropriately (sleeved shirt, long pants, shoes). They must refer visitor questions to cemetery personnel and observe all traffic/parking regulations. Vehicles must stay on paved roadways unless permitted by the COR.

• Work Area: Work areas must be left free of debris and in the same condition as before work commenced.

This is a combined synopsis/solicitation (RFQ) for Non-Hazardous Waste (Trash) Collection & Disposal Services at the Quantico National Cemetery. The acquisition is set-aside exclusively for Service-Disabled Veteran Owned Small Businesses (SDVOSB).
