Quick Summary

The Missile Defense Agency (MDA) is conducting a Request for Information (RFI) for Quick Reaction Team Analysis and Support to identify industry capabilities for providing analytical services, including advanced modeling and simulation (M&S). This RFI aims to inform future acquisition strategies and identify potential small business set-asides. Responses are due by July 20, 2026, at 5:00 p.m. CT.

Scope of Work

The MDA seeks analytical services with robust M&S capabilities for various Missile Defense System (MDS) elements. Key requirements include:

  • Medium fidelity modeling of all MDS elements for performance estimation.
  • Multi-day campaign modeling of threat system raids, including warfighter shot doctrines and friendly force attrition.
  • Modeling of Ground-Based Midcourse Defense Fire Control shot planning logic.
  • Six degrees of freedom flight dynamic models for various interceptors (GMD, THAAD, SM-3, PATRIOT, etc.).
  • Kahlman filter track estimation for Missile Defense radars (SBX, TPY-2, SPY-1/6/7, UEWR, Cobra Dane, LRDR).
  • Modeling top-level discrimination techniques and radio frequency discrimination.
  • Tracking estimations from space-based assets (OPIR, PWSA/HBTSS, DSS).
  • Accurate representation of Command, Control, and Communications (C3) delays and reliabilities.
  • Insertion of government-furnished threat data into M&S tools.
  • Use of models with ongoing Verification and Validation for accreditation.
  • Performing comparative trade studies and analyses to support senior leadership, Combatant Commanders, and Congress, often requiring 24/7 surge support.
  • Delivering classified products and information to support MDA's response to Government Accountability Office audits.

Respondents must be able to utilize classified data and produce classified products, with outputs consistent with higher fidelity MDS M&S. The NAICS code for this effort is 541712.
