• Required Delivery Date: 60 days after award.

• The government anticipates award of a single Firm Fixed Price (FFP) contract.

• Submission Deadline: 27 March 2026, 10:00 AM PST.

• Submission Method: Via email only to dionte.l.grays.civ@us.navy.mil. Subject line should state: "Solicitation N00244-26-Q-0003, Quick Release Pendant Assembly."

• Questions Deadline: 25 March 2026, 10:00 AM PST. Questions must be submitted via email.

• Evaluation: Best Value will be based on a Lowest Price Technically Acceptable (LPTA) approach. Quotes will be evaluated on two factors: Technical Approach and Price. The technical approach must address all elements of the SOW and meet exact specifications.

• This requirement is a Total Small Business Set-Aside.

• Place of Performance: USS Essex, Naval Station San Diego.

• Vendors must submit quotes that are complete and clear, demonstrating compliance with requirements. Brochuremanship is not desired.

• The solicitation includes numerous FAR and DFARS clauses and provisions, including those related to representations and certifications, Buy American, and telecommunications equipment.

Statement of Work (SOW)

To procure one (1) quick release pendant assembly for the USS ESSEX LHD-2 Deck Department to assist in lowering and hoisting the 11 Meter Rigid Inflatable Boat (RIB).

• Fabricate one (1) quick release pendant assembly.

• Provide all necessary parts and materials for fabrication.

• The fabrication must adhere to the ship's 11 Meter Rigid inflatable boat hoisting sling configuration, specifically item 12-F (as detailed in the attached "11 Meter RIB Hosting Confg Mod Sheet 2").

• Items cannot be ordered through the standard supply system and require special fabrication.

• Delivery is required within 60 Days After Receipt of Order (ARO).

• Vendor must notify the requestor immediately of any unforeseen events causing delivery delays.

• Delivery Address: DLA Distribution Warehouse, Mark For: USS ESSEX (LHD-2), 3581 Cummings Rd., Bldg 3581, San Diego, CA 92136.

• Invoicing must meet FAR 52.212-4(g) requirements.

• Payment will be made via Government Purchase Card.

• All contractor personnel performing pick-up and delivery services at Naval Base San Diego must have current Defense Biometric Identification System (DBIDS) registration and certification.
