Purpose
The purpose of this Sources Sought is to gather information on potential contractors and their socio-economic size classification (NAICS 334510) to support the preparation of an EA, including public engagement, comment analysis, and decision support. This market research will inform future acquisition decisions.
Scope of Work
The required services, as detailed in the Statement of Work (SOW), include:
- Project Management, Communication, and Coordination: Overseeing NEPA document development, facilitating communication, and providing monthly progress reports.
- Draft Notice of Availability (NOA): Jointly developing an NOA for public comment.
- Draft EA Preparation: Compiling a concise draft EA (maximum 75 pages main body) covering purpose and need, proposed action and alternatives (up to two action, one no-action), affected environment, environmental consequences, mitigation, consultation, and references.
- Final EA and FONSI/EIS Preparation: Collating and analyzing comments, revising the EA, and preparing the final EA and Finding of No Significant Impact (FONSI), or an Environmental Impact Statement (EIS) if required.
- Project File and Administrative Record: Compiling and organizing all supporting documentation.
- Regulatory Compliance Analysis: Supporting analysis for ANILCA Section 810 and NHPA Section 106, as needed.

Requirements & Evaluation
Vendors must demonstrate experience with:
- Alaska-specific NEPA Environmental Assessments and/or Environmental Impact Statements.
- Alaska-specific related regulatory compliance processes. Deliverables must be 508-compliant, and the contractor will be evaluated on the full delivery of agreed-upon tasks. The Service will review all deliverables for quality, accuracy, completeness, format, grammar, and flow.
