R--Appraisal and Valuation Services for the DOI

Request for Information (RFI)

This RFI is issued by the Department of the Interior (DOI), Interior Business Center (IBC) to understand pricing structures, assumptions, and scalability for future procurement activities related to appraisal and valuation services. The government is seeking information to inform potential procurement strategies, not to award a contract at this time.

The RFI requests information on:

• Pricing methodology, cost drivers, and scalability options for appraisal and valuation services.
• Potential procurement approaches, including an Indefinite Delivery/Indefinite Quantity (IDIQ) contract or Blanket Purchase Agreement (BPA) where a single contractor acts as an integrator.
• Two proposed task area pricing structures: Coordination of Valuation Services (Integrator Role) and Subcontracting Valuation Services (Streamlined Contracting).

The DOI procures a significant number of appraisal and valuation services annually. These services include:

• Appraisal Services for acquisitions, disposals, leases, exchanges, and rights-of-way, covering various property types and requiring Certified General Appraiser credentials.
• Consultation Services, including appraisal reviews, landowner conferences, field review assistance, feasibility studies, market studies, and data sourcing.

Past appraisal services contracts ranged from $10,000 to $80,000, with an average of approximately $25,000. Services are generally categorized into three geographic regions: East, Central, and West.

Respondents are requested to provide detailed information on:

• Organizational Information (Company Name, UEI, POC, Small Business Size Classification).
• Strategic recommendations to accelerate the acquisition process.
• Pricing approaches for each task area, including considerations for ongoing costs, transaction fees, bundled pricing, tiered discounts, and ramp-up periods.
• Potential missing items or structuring for price lists, including daily rates.
• Primary cost drivers and how pricing may vary or be adjusted.
• Fee ranges or sample pricing for typical engagements and hypothetical pricing scenarios.
• Recommendations for ad hoc services pricing.
• Subcontractor management and readiness.

Statement of Work (SOW) / Performance Work Statement (PWS)

To provide the Department of the Interior (DOI) with a centralized and efficient approach for accurate, timely, and actionable valuation information to support informed decision-making.

This requirement encompasses all aspects of federal appraisal and appraisal-related service delivery. Services include, but are not limited to:

• Appraisals
• Feasibility studies
• Market studies
• Data sourcing
• Consultation services (e.g., comparable sales/rental data, review of landowner appraisals, landowner conferences, field review assistance)
• Procurement of other real estate appraisal-related services

The DOI valuation services are geographically defined into three regions: East, Central, and West.

• The document references appraisal service volumes from 2023-2025, indicating ongoing needs.

• Geographic regions are defined as East (CT, ME, MA, NH, RI, VT, NJ, NY, PA, DE, DC, FL, GA, MD, NC, SC, VA, WV), Central (AL, KY, MI, TN, AR, LA, OK, TX, IL, IN, MI, OH, WI, IA, KS, MN, MS, NE, SD, ND), and West (AK, AZ, CO, ID, MT, NV, NM, UT, WY, CA, HI, OR, WA).

• Services must be performed in accordance with federal law, regulations, policy, and applicable appraisal standards, including Uniform Standards of Professional Appraisal Practice (USPAP) and Uniform Appraisal Standards for Federal Land Acquisitions (UASFLA).

• Contractors must possess required licensure and expertise.

• Appraisal reports must adhere to specific formats and content requirements.

• Site inspections are required, with coordination for property owner accompaniment.

• Pre-work meetings are mandatory within 7 days of contract award.

• A live dashboard communicating the status of all appraisal assignments is required.

• Communication and disclosures must be handled confidentially and reported to the Government Review Appraiser.

• Environmental site assessments must be conducted by a qualified Environmental Professional.

• Title examinations must be obtained from competent title examiners or insurance companies.
