Quick Summary
The Department of the Interior has issued a Special Notice announcing its intent to procure Appraisal Services for the Bureau of Indian Affairs (BIA). This notice precedes multiple future solicitations and purchase orders for real property appraisal and valuation services across various locations, including Alaska, Northern Cheyenne, Montana, and Rosebud Sioux Reservation. Interested contractors must respond by June 23, 2026, at 3:00 PM Eastern Daylight Time.
Scope of Work
The BIA requires diverse appraisal and valuation services for real property transactions. Specific needs highlighted include:
- Alaska (Yakutat): Market Value appraisals for Advertised or Negotiated Sale purposes.
- Northern Cheyenne (3 locations): Appraisals to support approval of negotiated land sales and conveyance of real property rights via gift deed.
- Montana (Big Horn): A market study to inform BIA decision-making for real property transactions involving trust and restricted lands (25 CFR Part 152).
- Rosebud Sioux Reservation: Appraisals to assist the BIA in a potential land exchange.
Contract Details
The government plans to issue multiple solicitations and award multiple purchase orders. Specific requirements for each appraisal will be detailed in subsequent solicitations. The primary selection factor for awards will be price, with the intent to award to the technically acceptable quote offering the lowest price. Past experience and performance may also be considered at the government's discretion.
Eligibility / Set-Aside
Future solicitations may be set aside for Indian-owned Small Business Economic Enterprises (ISBEEs) or Indian-owned Economic Enterprises (IEEs). If fewer than two eligible small businesses respond to a specific solicitation, it may then be issued on an unrestricted basis. Contractors must be registered in SAM.gov and possess necessary licenses.
Submission & Evaluation
Contractors interested in these appraisal services should email AQDSAT@ibc.doi.gov by June 23, 2026, at 3:00 PM Eastern Daylight Time. The email must indicate the contractor's business size and specify which of the noted appraisal services they intend to bid on. This announcement may be the only notice issued for these services.
