• Offerors must submit a quotation by May 4, 2026, 5:00 PM Eastern Time.

• Offers will be evaluated on a Best Value/Trade Off basis.

• Evaluation factors include: Technical Qualifications, Past Performance, Delivery, and Price. Technical Qualifications, Past Performance, and Delivery combined are more important than cost or price.

• Offerors must have an active Unique Entity Identifier (UEI) and be registered in SAM.gov.

• A cover letter (max 1 page) including TIN, UEI, address, contact name, phone, and email is required.

• This acquisition is set aside 100% for Small Business.

• The solicitation incorporates FAR clauses by reference, including those related to commercial products and services, small business set-asides, and labor standards.

• A Wage Determination is included, outlining minimum wage rates and benefits for covered employees.

Sources Sought Notice

This notice is issued by the Department of the Interior (DOI), Acquisition Services Directorate (AQD), Interior Business Center (IBC) on behalf of the Appraisal and Valuations Services Office (AVSO). The government is seeking to identify Indian-owned Small Business Economic Enterprises (ISBEE) and Indian-owned Economic Enterprises (IEE) interested in providing appraisal and valuation services. The objective is to obtain an independent opinion of the market value of the fee simple estate of a defined property.

• The primary deliverable is an appraisal and valuation service for a specific property.

• Respondents are asked to provide a capability statement addressing their experience relevant to NAICS code 531320 (Offices of Real Estate Appraisers) and PSC R411 (Support-Professional: Real Property Appraisals).

• A Draft Statement of Work (SOW) is attached for detailed requirements.
