Statement of Work (SOW)

To obtain an appraisal of a Native Allotment property located in Chignik Lagoon, Alaska, to determine its supported Market Value for potential sale purposes.

• Appraise a Native Allotment property (Lots 2, 3A, and 3B, Block 10, U.S. Survey No. 4898, Alaska) with an acreage of approximately 26,348 square feet.

• The property is a Fee Simple Estate subject to exceptions in the BIA Title Status Report and any reservations.

• The appraisal must be conducted in accordance with the Uniform Standards of Professional Appraisal Practice (USPAP) and specific requirements outlined in this SOW.

• The appraisal must be presented in a narrative style report, not a Restricted Appraisal Report.

• The appraiser must personally inspect the property and verify market data, unless otherwise approved.

• A pre-work meeting with the AVSO Review Appraiser may be required.

• The appraiser must immediately notify the AVSO Review Appraiser of any discovered issues, such as improper legal descriptions, trespass, or environmental concerns.

• Appraisers must hold a valid Certified General Appraiser license for Alaska; temporary/courtesy licenses are not acceptable.

• Appraisers must have experience in appraising similar properties in Alaska and the subject's market area.

• Appraisers must be prepared to provide court testimony if required.

• All reports and conclusions are confidential information of the U.S. Government.

• All work must be performed by or under the direct supervision of an Alaska State Certified General Real Estate Appraiser.

• The appraisal must include analysis of the Cost Approach, Income Approach, and Sales Comparison Approach, as applicable.

• Reports must include a three-year history of the property's use and occupancy, and the last sale date.

• Reports must include a copy of the appraiser's license and qualifications.

• Written sale sheets for all comparables are required, detailing various property and sale specifics.

• Photographs of the property and comparable sales are required, with specific size and content requirements.

• The appraisal must be performed "As Is" condition unless otherwise authorized.

• The property is located in Chignik Lagoon, Alaska.

• The target period for the initial appraisal report delivery is 160 days after award, or as otherwise agreed upon.

• Appraisers must comply with USPAP Standards 1 and 2.

• Reports must be submitted as signed, password-protected, encrypted PDF files.

• All file material supplied by AVSO is government property.

• The appraiser must disclose any services performed on the subject property within the prior three years.

• The final appraisal report will be reviewed by an AVSO reviewer with a State Certified General Appraiser License.

Sources Sought Notice

This notice is issued by the Department of the Interior (DOI), Acquisition Services Directorate (AQD), Interior Business Center (IBC) on behalf of the Appraisal and Valuations Services Office (AVSO). The government is seeking to identify Indian-owned Small Business Economic Enterprises (ISBEE) and Indian-owned Economic Enterprises (IEE) capable of providing appraisal and valuation services. The objective is to obtain an independent opinion of the market value of the fee simple estate of a defined property.

• The core requirement is for appraisal and valuation services.

• Further details regarding the scope of work are available in attachment 1, Statement of Work (SOW).

• This is a Sources Sought Notice only and not a Request for Quote (RFQ) or Request for Proposal (RFP).

• It does not constitute a solicitation and is not a commitment by the government.

• Responses are due by May 26, 2026, at 3:00 PM Eastern Daylight Time (EST).

• Responses should be limited to four (4) pages.

• Submissions must include:

  • Company Name, Address, UEI, and CAGE Code
  • Point of Contact (phone and email)
  • Identification of business size and category (ISBEE, IEE)
  • Capability statement addressing:
    • Capability related to the requirement
    • Description of recent and relevant experience to NAICS 531320
    • Any additional information pertinent to the announcement.
