This notice is issued by the Department of the Interior (DOI), Acquisition Services Directorate (AQD), Interior Business Center (IBC) on behalf of the Appraisal and Valuations Services Office (AVSO). The government is conducting market research to identify Indian-owned Small Business Economic Enterprises (ISBEE) and Indian-owned Economic Enterprises (IEE) interested in providing appraisal and valuation services. The objective is to obtain an independent opinion of the market value of the fee simple estate of a defined property.

• The core requirement is for appraisal and valuation services.

• A Draft Statement of Work (SOW) is attached for detailed requirements.

• This is a Sources Sought Notice only and not a Request for Quote (RFQ) or Request for Proposal (RFP).

• It does not constitute a solicitation and is not a commitment by the government.

• Responses are due by May 22, 2026, at 3:00 PM EST.

• Responses should be limited to four (4) pages.

• Submissions must include:

• The government is specifically seeking responses from Indian-owned Small Business Economic Enterprises (ISBEE) and Indian-owned Economic Enterprises (IEE).

• The purpose of this market research is to collect data to assist IBC in determining the appropriate procurement strategy.

• No funds are available to pay for information received, and all submissions are strictly voluntary.

Statement of Work (SOW) / Performance Work Statement (PWS)

To procure appraisal and valuation services to form an independent opinion of the market value of the fee simple estate of 7 individual tracts of land.

• Conduct 7 market value appraisals for individual tracts of land.

• Appraisals are for the fee simple estate or fee simple-surface only estate.

• No structural improvements are to be appraised, but if present, they should be noted and described in the report but not valued.

• Personal property must be disregarded.

• Appraisals will be conducted in accordance with USPAP standards and Federal Regulations 25 CFR, Part 150.2.

• Hypothetical conditions include the possibility of sale/purchase without trust restrictions, and the subject parcel having similar land use restrictions and tax load as surrounding private property.

• The subject parcel is assumed vacant and unimproved for analysis purposes.

• Appraisals must meet or exceed USPAP SR 2-2(a) requirements.

• Reports must include a cover page with specific identifiers, detailed subject and comparable property descriptions, aerial photographs, and confirmation of transactional data.

• Sales Comparison Approach is expected, with detailed analysis of market data, comparable sales, and adjustments.

• Reconciliation of data and analyses must be narratively supported.

• Appraisers must promptly correct deficiencies within 10 days.

• The SOW is applicable to 7 individual tracts of land located in the Cheyenne and Arapaho Tribes of Oklahoma.

• The effective date of the appraisal must be no later than 30 calendar days prior to the submission of the completed appraisal report, unless otherwise approved.

• Appraisers must be State Certified General Appraisers in good standing in the state where the property is located and licensed prior to assignment.

• Appraisers must attend a pre-work meeting via teleconference.

• Physical inspection of properties is required unless waived in writing by AVSO.

• All appraisal reports and furnished information are confidential.

• Appraisers must contact the AVSO review appraiser for prior written approval for any jurisdictional exceptions or extraordinary assumptions.

• Appraisal reports shall be delivered in electronic unlocked (.pdf) format.

• Initial appraisal reports are due within the contracted timeframe, target is 60 days from contract award date.

• Final appraisal reports are due within a 10-day correction period after review.

• Invoices are due 60 days after the appraisal review is complete.

• Closeout is 60 days after final payment.
