Sources Sought Notice

This notice is issued by the Department of the Interior (DOI), Acquisition Services Directorate (AQD), Interior Business Center (IBC) on behalf of the Appraisal and Valuations Services Office (AVSO). The government is seeking information from Indian-owned Small Business Economic Enterprises (ISBEE) and Indian-owned Economic Enterprises (IEE) interested in providing appraisal and valuation services. The objective is to obtain an independent opinion of the market value of the fee simple estate of a defined property.

• This is a Sources Sought Notice only and not a Request for Quote (RFQ) or Request for Proposal (RFP).

• It does not constitute a solicitation and is not a commitment by the government.

• Responses are due by May 26, 2026, at 3:00 PM Eastern Daylight Time (EST).

• Submissions must be limited to four (4) pages.

• Responses should include:

• The purpose of this market research is to survey prospective vendors and collect information to assist IBC in determining the appropriate procurement strategy.

• All information submitted is strictly voluntary.

• No funds are available to pay for information received.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Statement of Work (SOW) outlines the requirements for an appraisal assignment for a Native Allotment property located in Alaska. The primary purpose is to obtain an opinion of supported Market Value for the subject property, intended for use by the BIA Alaska Regional Office for Advertised or Negotiated Sale purposes.

• Property Identification: The subject property is identified as Native Allotment AA 95912, located near Valdez, Alaska, comprising 160 acres, more or less. It is held in restricted status by the United States of America for the landowners.

• Appraisal Standards: Appraisals must adhere to the current Uniform Standards of Professional Appraisal Practice (USPAP) and be presented in a narrative style appraisal report format, complying with USPAP SR2-2(a). Restricted Appraisal Reports are not permitted.

• Market Value Definition: The "most probable price" as of a specified date, in cash or equivalent, under conditions requisite to a fair sale.

• Effective Date of Value: The date of the last property inspection or reverification of property characteristics, no more than 60 days prior to report submission.

• Property Inspection: The appraiser must personally inspect the subject property and verify market data.

• Pre-Work Meeting: May be required with the AVSO Review Appraiser to clarify scope of work and report requirements.

• Controversies/Issues: Any identified issues (e.g., legal descriptions, trespass, environmental) must be immediately reported to the AVSO Region Review Appraiser.

• Reporting Requirements: Reports must include a three-year history of use and occupancy, last sale, and rental history (if obtainable). Detailed analysis of subject property description, market factors, highest and best use, and adjustments to sale data is required.

• Approaches to Value: Cost Approach, Income Approach, and Sales Comparison Approach must be analyzed, developed, and reported as applicable.

• Comparables: Written sale sheets for all comparables are required, detailing various aspects of the sale, including grantor/grantee, sale date, price, terms, motivation, exposure time, legal description, size, instrument type, assessor's parcel number, present use, highest and best use, re-sale information, location, access, and utilities.

• Photographs: Required for the subject property and comparables, with specific size and detail requirements.

• Confidentiality: All reports and conclusions are confidential information of the U.S. Government and shall not be disclosed to unauthorized parties.

• Target Period of Performance: To be determined between the appraiser and the procuring party for the initial appraisal report delivery.

• Delivery: Initial appraisal report due 160 days after Award. Final edition due 15 days after appraisal review and acceptance.

• Licensing: Appraiser must hold a valid license as a Certified General Appraiser in Alaska. Temporary/Courtesy licenses are not acceptable.

• Experience: Appraiser must have experience and geographic competency in appraising similar properties in Alaska and experience with USPAP.

• Supervision: All work must be performed by or under the direct supervision of an Alaska State Certified General Real Estate Appraiser.

• Subcontracting: The principal Appraiser shall not subcontract or re-assign the appraisal.

• Report Format: Encrypted PDF format is required for submission, with password protection for confidentiality.
