Statement of Work (SOW)

This Statement of Work (SOW) outlines the requirements for an appraisal assignment to determine the market value of a Native Allotment in Homer, Alaska, specifically for easement and trespass valuation purposes.

• Conduct an appraisal of a 0.60-acre Native Allotment (AA 803 D) located in Homer, Alaska.

• The property is a vacant/improved parcel held in restricted status by the U.S. Government for landowners.

• The appraisal will consider the property as if held in "fee simple" estate, subject to existing encumbrances, liens, and restrictions as detailed in the BIA Title Status Report.

• Identify and report any structural improvements on the property.

• Investigate and report on any discovered encumbrances, conditions, agreements, or easements and their impact on value.

• The property owner reserves no rights to the property.

• Appraisals must comply with the current Uniform Standards of Professional Appraisal Practice (USPAP) and specifically USPAP SR2-2(a).

• A Restricted Appraisal Report is not allowed.

• The "Market Value" is defined as the most probable price in cash for which the property should sell after reasonable exposure in a competitive market.

• The Effective Date of Value is the date of the last property inspection or reverification, no later than 60 days prior to report submission.

• Extraordinary Assumptions, Hypothetical Conditions, and Jurisdictional Exceptions must be identified and approved by the AVSO Review Appraiser.

• Property inspection is required unless otherwise approved.

• A pre-work meeting with the AVSO Review Appraiser may be required.

• Appraisers must report any identified controversies, trespass issues, or environmental issues to the AVSO Review Appraiser.

• Reports must include a three-year history of use and occupancy, and the last sale of the property.

• Appraisers must hold a valid Alaska State Certified General Appraiser license; temporary/courtesy licenses are not acceptable.

• Appraisers must have experience and geographic competency in Alaska appraisals.

• Reports must include photographs, maps, and detailed explanations of market data and adjustments.

• All three approaches to value (Cost, Income, Sales Comparison) must be analyzed, developed, and reported as applicable.

• Written sale sheets for comparables are required, detailing various property and sale specifics.

• Appraisers must furnish all labor, materials, and equipment.

• The principal appraiser cannot sub-contract or re-assign the appraisal.

• The target period of performance for the initial appraisal report is to be determined between the appraiser and the procuring party.

• The appraisal report will be submitted electronically to the AVSO Region Appraisal Office.

• Appraisers must address questions to the AVSO Review Appraiser.

• Initial submission is an encrypted PDF.

• Final electronic PDF submission is required after review and approval.

• All electronic reports must use encrypted/password-protected protocols.

• Appraisers must disclose any services performed on the subject property within the prior three years.

• All supplied file material is government property and will be returned.

• Appraisers must maintain confidentiality of reports and information.

• The appraisal will be reviewed for compliance with the SOW and USPAP standards.

Sources Sought Notice

This notice is issued by the Department of the Interior (DOI), Interior Business Center (IBC) on behalf of the Appraisal and Valuations Services Office (AVSO) to conduct market research. The government is seeking to identify Indian-owned Small Business Economic Enterprises (ISBEE) and Indian-owned Economic Enterprises (IEE) interested in providing appraisal and valuation services. The objective is to obtain an independent opinion of the market value of the fee simple estate of a defined property.
