Quick Summary
The Bureau of Land Management (BLM), Idaho State Office, is conducting a Sources Sought to identify qualified sources for Digital Inventory Services for Abandoned Mine Land (AML) across approximately 12 million acres in Idaho. This effort aims to digitally inventory, spatially document, field validate, and risk-rank AML features using advanced technologies like LiDAR, creating a standardized dataset compatible with national BLM data standards.
Scope of Work
The required services include:
- Digital Inventory: Visually and digitally scanning BLM Idaho-managed lands to capture attribute data for an estimated 14,000-15,000 AML features (e.g., shafts, adits, waste rock dumps). Data must be sortable for fieldwork and importable into the Abandoned Mine Site Cleanup Module (AMSCM).
- Data Validation & Risk Ranking: Confirming existing AMSCM data accuracy, identifying anomalies, and applying a BLM-provided risk prioritization matrix to each feature.
- Project Planning & Document Review: Reviewing relevant BLM documents, assessing existing spatial data/imagery, and collaboratively refining the inventory methodology, including sample inventory actions.
- Optional Tasks: The Statement of Work outlines optional tasks such as developing fieldwork plans, conducting ground truthing (physical inventory), and documenting the process in a final report. However, the future contract will likely NOT include these optional tasks.
Performance standards require data to meet BLM AML data standards and AMSCM schema, with internal QA/QC, geospatial data matching BLM's format, and FGDC/DOI-compliant metadata. Data validation and transfer to BLM should occur monthly. The period of performance ends April 3, 2028, within BLM-managed land in Idaho.
