Fit reasons
- NAICS alignment with historical contract wins in similar service areas.
- Scope strongly matches core technical capabilities and delivery model.
Risks
- Past performance thresholds may require one additional teaming partner.
- Potential clarification needed on staffing minimums before bid/no-bid.
Next steps
Validate eligibility requirements, assign capture owner, and schedule partner outreach to confirm teaming strategy before submission planning.
Quick Summary
The U.S. Environmental Protection Agency (EPA), specifically the Air Quality Assessment Division (AQAD), Office of State Air Partnerships (OSAP), anticipates awarding a single Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for CASTNET VII. This will be a full-and-open competition under FAR Part 15, with a one-year base period and four one-year option periods. The minimum guarantee for the base year is $750,000.00. The formal solicitation is expected to be posted on or about January 30, 2026.
Purpose & Scope
The Clean Air Status and Trends Network (CASTNET) is a long-term multipollutant monitoring network that measures spatial and temporal changes in ambient air quality and assesses atmospheric deposition across the U.S. Operating since 1987 with approximately 90 monitoring stations nationwide, CASTNET's primary objectives include:
- Providing high-quality data on atmospheric concentrations and deposition of ozone (O3), particulate matter (PM), and PM constituents.
- Supporting National Ambient Air Quality Standards (NAAQS) regulatory requirements.
- Monitoring status and trends in regional air quality and atmospheric deposition.
- Evaluating changes in air quality due to emissions and environmental impacts.
- Improving understanding of PM and ozone formation and regional transport.
- Validating and improving air quality and deposition models.
- Assessing the effectiveness of EPA's emission reduction programs.
- Acting as a platform for air quality and deposition research and supporting science/ecosystem studies.
CASTNET sites measure weekly average concentrations of various pollutants (sulfate, nitrate, ammonium, nitric acid, chloride, base cations) using filter packs. Some sites also deploy PM2.5 sensors, hourly O3, hourly meteorology, ammonia, and trace-level gases (NOy, NO, SO2, CO).
