Quick Summary
The Department of the Interior / Bureau of Land Management (BLM) Idaho State Office is conducting market research via a Sources Sought notice to identify qualified sources for Class III Cultural Resource Inventories/Site Recordings. This effort supports two separate projects: the South Hills Fuel Break and the Thorn Creek/Carey-Kimama Fuel Breaks in Idaho. The purpose is to determine potential set-asides for forthcoming solicitations. Capability statements are due by April 9, 2026.
Scope of Work
The BLM seeks contractors to perform Class III intensive pedestrian surveys and cultural resource inventories on BLM-administered lands. Key tasks include:
- South Hills Fuel Break Project: Inventory approximately 2,128.37 acres within a 400-foot corridor in Twin Falls and Cassia Counties. Fieldwork must be completed by November 15, 2026, with all services by June 15, 2027.
- Thorn Creek and Carey-Kimama Fuel Breaks Project: Survey approximately 2,886.76 acres within a 400-foot corridor along 67.32 miles of roads in south-central Idaho. Fieldwork must be completed by October 15, 2026, with all services by May 15, 2027.
For both projects, the scope involves:
- Identifying, evaluating, and analyzing potential effects to historic properties under Section 106 of the National Historic Preservation Act.
- Recording all archaeological sites to current standards, including recommendations for National Register of Historic Places (NRHP) eligibility.
- Conducting records searches, literature reviews, and obtaining GIS data from Idaho SHPO and BLM.
- Performing pedestrian surveys at 30-meter or less transect intervals.
- Digitally recording all sites with GPS, ensuring +/- 5 meters accuracy (95% confidence) using NAD 1983 Idaho TM projection.
- Non-collection inventory, where diagnostic artifacts are sketched/photographed and left in place.
- Special requirements include non-disclosure agreements, strict confidentiality of site information, adherence to BLM and State-specific Cultural Resources Use Permit (CRUP) stipulations, and immediate notification for discoveries of human remains or paleontological resources.
