Performance Work Statement (PWS)

To conduct a Class III cultural resources inventory and site recording on Bureau of Land Management (BLM) administered land for the South Hills Fuel Break project. This is to support federal planning actions and Section 106 review under the National Historic Preservation Act (NHPA).

• Inventory of approximately 2,128.37 acres within the Area of Potential Effects (APE), which includes a 400-foot corridor along existing roads designated for fuel break treatments.

• Perform a Class III intensive pedestrian survey.

• Identify, evaluate, and analyze potential effects to historic properties.

• Record all archaeological sites to current standards and make recommendations for eligibility for the National Register of Historic Places (NRHP).

• Conduct a records search/literature review at the Idaho SHPO and obtain GIS data from BLM.

• Perform pedestrian surveys at 30-meter or less transect intervals.

• Record new sites and update previously recorded sites, including isolated finds and Noted but Not Recorded (NBNR) resources.

• Non-collection inventory; diagnostic artifacts will be sketched or photographed and left in place.

• Cultural resource location data recorded with a mean error of +/- 5 meters or less at a 95 percent confidence level.

• GPS data collected using NAD 1983 Idaho TM (Meters) projection.

• All site records must be digitally recorded with a GPS and included in the ICRIS system.

• Draft deliverables submitted within 120 calendar days after fieldwork completion.

• Final deliverables accepted by June 15, 2027.

• Fieldwork must be completed by November 15, 2026.

• All services expected to be completed by June 15, 2027.

• Project located on BLM-administered lands within the Burley Field Office, Twin Falls and Cassia Counties, Idaho.

• Contractor must coordinate with the COR and PI.

• Non-disclosure agreement required for contractor employees.

• Strict confidentiality of site information is required.

• Follow all BLM and State-specific Cultural Resources Use Permit (CRUP) stipulations.

• Obtain a Field Work Authorization (FWA) through the Twin Falls District Fuels Archaeologist.

• No social media sharing of project information.

• Immediate notification to COR/PI upon discovery of human remains, funerary objects, sacred objects, or objects of cultural patrimony.

• Notification to COR upon discovery of paleontological remains.

Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for a Class III cultural resources inventory and site recording on Bureau of Land Management (BLM) administered land for the Thorn Creek and Carey-Kimama Fuel Breaks project. The primary goal is to identify, evaluate, and analyze potential effects to historic properties as part of a federal undertaking.

• Conduct a Class III intensive pedestrian survey of approximately 2,886.76 acres identified as the Area of Potential Effects (APE).

• The APE encompasses a 400-foot corridor along 67.32 miles of existing roads designated for fuel break creation.

• Record all archaeological sites within the APE to current standards, making recommendations for eligibility for the National Register of Historic Places (NRHP).

• Re-record five previously determined eligible sites and two previously determined not eligible sites.

• Conduct a records search and literature review at the Idaho State Historic Preservation Office (SHPO) and obtain GIS data from the BLM.

• Inspect relevant GLO and historic maps for potential historic features.

• Non-collection inventory: Diagnostic artifacts will be sketched or photographed and left in place.

• Digitally record all sites and linear cultural resources using GPS.

• Document impacts to sites and any discovered paleontological remains.

• Survey transects to be at 30-meter or less intervals, tightly controlled using GPS.

• All sites to be digitally recorded with GPS, including site polygon and feature/artifact data.

• Site descriptions must be sufficient for eligibility assessment, including integrity.

• Site sketch maps must be legible and depict spatial relationships accurately.

• Photographs must meet specific quality standards (minimum 16 megapixels, 1600x1200 resolution).

• GIS data must meet specific accuracy standards (+/- 5 meters mean error at 95% confidence level) and use NAD 1983 Idaho TM (Meters) projection.

• Fieldwork must be completed by October 15, 2026.

• All services are expected to be completed by May 15, 2027.

• The project is located on the Snake River Plain of south-central Idaho, within the Shoshone Field Office.

• Contractor must notify COR immediately upon discovery of human remains, funerary objects, sacred objects, or objects of cultural patrimony.

• Contractor must follow BLM Handbook H-8270-1 for paleontological resource discoveries.

• All BLM and State-specific Cultural Resources Use Permit (CRUP) stipulations must be followed.

• A non-disclosure agreement will be required for all contractor employees.

• Deliverables include finalized GIS data, draft deliverables (PDFs of site records and report), and final deliverables (PDFs of site records and report).
