This solicitation is a Request for Quote (RFQ) issued by the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD) on behalf of the Appraisal and Valuation Services Office (AVSO). The purpose is to procure market valuation and appraisal report services for a property located in Burge, Kotzebue, Alaska.

• The core deliverable is a narrative appraisal report compliant with USPAP Standards 1 and 2.

• The appraisal must be performed on a "fee simple" estate basis, subject to existing encumbrances, liens, and restrictions.

• The report must include a detailed analysis of the subject property, market factors, highest and best use, and adjustments to sale data.

• All three approaches to value (Cost, Income, Sales Comparison) must be analyzed, developed, and reported as applicable.

• The appraiser must conduct a personal inspection of the property.

• The appraiser must hold a valid Alaska State Certified General Appraiser license; temporary/courtesy licenses are not acceptable.

• The appraiser must have experience and geographic competency in appraising properties in Alaska similar to the subject property.

• The appraisal must be performed in "As Is" condition unless otherwise authorized.

• Anticipated Award Type: 100% Indian Small Business Economic Enterprises (ISBEE) Set-Aside.

• NAICS Code: 531320 “Offices of Real Estate Appraisers".

• PSC: R411 "Support-Professional: Real Property Appraisals".

• Type of Purchase Order: Firm-Fixed-Price (FFP).

• Target Period of Performance: 165 calendar days from the date of Purchase Order (PO) award.

• Initial appraisal target date: 120 calendar days from the date of award. Earlier delivery is preferable.

• Offerors must submit a quotation.

• Evaluation factors: Technical Qualifications, Past Performance, and Price. Technical Qualifications and Past Performance combined are more important than Price.

• Award will be made on a Best Value/Trade Off basis.

• Intent to submit a quote is requested by April 17, 2026, 5:00 PM Eastern Time.

• Questions are due by April 17, 2026, 5:00 PM Eastern Standard Time.

• Quotes are due by April 22, 2026, 5:00 PM Eastern Time.

• Offerors must have an active Unique Entity Identifier (UEI) and be registered in SAM.gov.

• This acquisition is a 100% Indian Small Business Economic Enterprises (ISBEE) Set-Aside.

• Offers are solicited only from Indian Economic Enterprises that are also small business concerns.

• The Statement of Work (SOW) is provided as Attachment 1.

• Wage Determinations are provided, including Service Contract Act requirements.

• Electronic invoicing and payment will be processed through the Invoice Processing Platform (IPP).

Sources Sought Notice

This notice is issued by the Department of the Interior (DOI), Acquisition Services Directorate (AQD), Interior Business Center (IBC) on behalf of the Appraisal and Valuations Services Office (AVSO). The government is seeking information from Indian-owned Small Business Economic Enterprises (ISBEE) and Indian-owned Economic Enterprises (IEE) interested in providing appraisal and valuation services for a property in Kotzebue, Alaska.
