Pre-Solicitation Notice

This notice is for informational and planning purposes only and is not a Request for Proposal (RFP). The U.S. Bureau of Reclamation, Upper Colorado Region, Albuquerque Area Office (New Mexico) is seeking contractor services for daily monitoring of river conditions. This monitoring supports river managers, particularly during periods of potential river intermittency from April to October.

• Provide up to daily monitoring of river conditions.

• Monitoring and reporting to support river managers' operations.

• Focus on river reaches between Cochiti Dam and Elephant Butte Reservoir (Cochiti, Angostura, Isleta, and San Acacia), especially when river drying is imminent or has occurred.

• Majority of work anticipated in the Isleta and San Acacia reaches.

• Anticipated Contract Type: Time and Materials.

• Anticipated Period of Performance: September 10, 2026, to September 9, 2027 (base year), with four option years.

• Estimated Contract Award Dollar Amount: Between $1,000,000 and $5,000,000.

• This is a pre-solicitation notice; no proposals are being accepted at this time.

• Submission of information is purely voluntary.

• No feedback or evaluations will be provided on submitted information.

• The solicitation, when issued, will be posted on SAM.gov.

• This procurement will be set aside 100% for total small business.

• Size Standard: $19.0 million.

• The Government intends to post the solicitation within the next 30 days.

Performance Work Statement (PWS)

To provide up to daily monitoring of river conditions in the Middle Rio Grande to support river managers in their operations during periods of potential river intermittency, generally from April to October.

• Monitor river conditions between Cochiti Dam and Elephant Butte Reservoir, primarily in the Isleta and San Acacia reaches.

• Conduct observations of flow intermittency and pool formation.

• Take stage readings at established staff gauges.

• Perform discharge measurements to confirm gauged flows or determine flows in ungauged portions.

• Provide photo documentation and GPS surveying of river drying.

• Compile and present data in tabular, graphical, and map formats.

• Send daily text messages on river conditions and extent of drying.

• Provide verbal summaries during operations conference calls.

• Prepare written notes for each day of field observations.

• Prepare draft and final summary annual reports.

• Provide all personnel, equipment, tools, materials, vehicles, and supervision.

• Daily reconnaissance when flow criteria are met (e.g., <100 cfs at Albuquerque gauge).

• Text message reports by 5:00 am.

• Participation in daily water operations conference calls (8:30 am).

• Daily email summaries within three days of observations.

• Draft annual report due November 30.

• Final annual report due January 31.

• Deliver a geodatabase compatible with Reclamation's GIS (ArcGIS 10.5).

• Performance period: 12 months, starting February 1, with four option periods.

• Field season: March 1 through October 31, with potential for earlier/later work based on river conditions.

• Locations: Cochiti, Angostura, Isleta, and San Acacia reaches of the Rio Grande.

• Adherence to DOI Scientific Integrity Policy.

• Contractor responsible for all training and obtaining access permissions.

• Use of government rates for mileage costs.

• Use of drones is acceptable if compliant with DOI policy.

• Contractor must provide a contract manager and qualified field staff.

• Coordination with USFWS and other agencies is required.
