Justification for Sole Source

The agency has determined that the required services are available from only one responsible source, and no other type of service will satisfy the agency's need. Promoting enhanced competition would result in unacceptable delays in fulfilling the requirement. Due to the legality of the settlement agreement, the Compensatory Education Advisor service is unique and not suitable for full and open competition, as it requires continuity of services and maintaining the relationship and confidence of the rural community and tribal members.

Key Considerations for Personnel

Contract personnel must be prepared for unique travel and lodging conditions. If unable to fly out of Supai, AZ, on the BIE's contracted helicopter due to unforeseen weather, personnel may need to hike out of the canyon or sleep on a cot in the HES Gymnasium. When local lodging is unavailable, BIE HES will provide a cot, sheets, pillows, and blankets. Personnel are recommended to bring snacks to the Canyon. Helicopter travel is dependent upon local travel conditions and weather.
