Quick Summary
The Department of the Interior, National Park Service (NPS), through the George Washington Memorial Parkway (GWMP), has issued a Request for Information (RFI) for Arlington House Fresco Conservation Services. This RFI seeks vendor feedback to inform the development of the Statement of Work (SOW) and the acquisition approach for stabilizing, cleaning, restoring, and reproducing historic frescoes at Arlington House and its enslaved quarters. Responses are due February 3, 2026, at 3 PM Eastern.
Purpose & Scope
This RFI is for information and planning purposes only. The NPS requires specialized services to conserve and restore significant historical frescoes. The anticipated scope includes:
- South Enslaved Quarters: Stabilization of three exterior fresco panels, including off-site treatment, reproduction on new panels, and reinstallation. Materials analysis will guide color recreation.
- North Enslaved Quarters: Reproduction and installation of new fresco panels, based on those from the South Enslaved Quarters.
- Arlington House - Hunting Hall: Stabilization of three frescoes and one non-ornamental wall, plus restoration of one damaged fresco on the West Wall, addressing water damage, cleaning, inpainting, and reconsolidation.
All conservation efforts must adhere to international principles of minimal intervention, reversibility, compatibility, and thorough documentation.
Key Requirements & Deliverables
The project anticipates a 12-month period of performance (April 1, 2026, to March 30, 2027) at Arlington House, The Robert E. Lee Memorial, Fort Myer, VA, and Arlington National Cemetery. Key personnel must include a conservator (10+ years experience), a materials analyst (5+ years), and a professional artist (5+ years), all subject to NPS pre-approval. Deliverables include a Project Kickoff Meeting, Initial and Final Condition Assessment and Treatment Plans, mockups, panel reproductions, and comprehensive Conservation Treatment Reports. Contractors will be subject to security screening.
