Sources Sought Notice

This notice is a market research tool to identify qualified firms capable of performing Landsat Operations Support Services for the U.S. Geological Survey (USGS). The services involve research and engineering support for remote sensing systems, including concept development, planning, full-scale development, integration and test, and operations and maintenance.

Firms must provide Systems Engineering and Integration (SE&I) expertise for U.S. space systems and technical leadership to the USGS for critical land remote sensing activities. Specific support areas include:

• Research and analysis for space and ground systems architecture.

• System development, maintenance, validation, and verification.

• Support for satellite and ground system operations and maintenance.

• Assistance with procurement planning, development, and source selections.

• Special studies, research, and data collection for remote sensing activities.

• Liaison between USGS and NASA, and oversight of satellite operations.

• Technical expertise for satellite operations, including anomaly investigations for Landsat 8 and 9.

• Support for new Landsat mission development, including architecture, requirements, risk management, schedule/cost estimates, and test planning.

• Support for procurement documentation development and industry assessments (COTS, technology studies, white papers).

• Assistance with source selections, proposal reviews, and independent cost estimates.

Interested firms must submit a brief capabilities statement package, including the attached Sources Sought Questionnaire and a Company Profile (max one page). The questionnaire should document relevant projects completed in the past five years. The package must include the UEI number and CAGE Code.

This notice is used to determine if a procurement set-aside is in the Government's best interest. Responses will inform the acquisition method.
