Statement of Work (SOW) / Performance Work Statement (PWS)

This Performance Work Statement (PWS) outlines the requirements for an audit of parts needed for the sustainment of installed Woodward mechanical cabinet actuators and gate shaft governors at various Bureau of Reclamation power plant facilities in Wyoming.

The contractor shall provide a knowledgeable representative to audit installed Woodward material and inventory spare materials at specified facilities. This includes furnishing necessary materials, transportation, and equipment. Services must be scheduled and performed during specific hours (7:00 AM - 4:00 PM, Monday-Thursday, excluding Federal holidays).

The audit will cover multiple power plants, including:

• North Platte Locations: Seminoe, Kortes, Fremont Canyon, Alcova, Glendo, Guernsey.

• Big Horn Locations: Boysen, Shoshone, Buffalo Bill, Spirit Mountain, Heart Mountain. Specific GPS coordinates and Woodward equipment serial numbers are provided for each location.

• The contractor must use appropriate equipment, tools, and chemicals in sound operational condition.

• Performance will be evaluated based on the absence of deficiencies; more than one deficiency may require service re-performance.

• A comprehensive report of findings must be submitted within 90 days of the final site visit.

• The report should detail material needs for governor disassembly/refurbishment, spare materials inventory, technician feedback, and cost per component.

• The anticipated period of performance is from June 1, 2026, through September 30, 2026.

• An optional 6-month extension may be exercised at the Government's discretion.

• Work will be performed at the various power plant facilities listed.

• Contractor Personnel: Must be qualified, experienced, drug-free, and safety-oriented. Subject to Service Contract Act wage rates.

• Safety and Health: A comprehensive, site-specific safety plan is required within 10 days of award.

• Security: Compliance with security requirements (GP-7, FAR 52.204-09, SLE 03-02) is mandatory. A list of contractor vehicles and equipment is required.

• Quality Control: A Quality Control Plan (QCP) must be submitted within 10 days of award, detailing methods for identifying and preventing deficiencies, performance inspections, and record-keeping.

• Government Furnished: The Government will provide facilities, equipment, materials, and information. The contractor is responsible for their own tools, equipment, and storage.

• Submittals: Required submittals include liability insurance, site security documentation, hazardous material information, safety plan, quality control plan, and bio-based product reporting.
