Statement of Work (SOW) / Performance Work Statement (PWS)

To conduct comprehensive brush clearing, selective tree removal, and forest area cleanup across designated sections of the Maynard campus grounds. The goal is to mitigate risks associated with overgrown vegetation, dead or hazardous trees, and obstructed access ways, thereby enhancing safety, property protection, and facility accessibility for security and emergency response operations.

• Perimeter Clearing: Approximately 1235ft of wood line reduction, extending 6-10ft back from trails, to minimize risks from falling trees onto neighboring residences. High-risk, standing dead, or declining trees will be removed.

• New Access Road: Construction of a new access road to improve visibility, accessibility, and overall site security.

• Forestry Mulching & Thinning: Conducted across a 95,000 sq. ft. area to reduce wildfire risk by removing deadwood and accumulated ground debris.

• Emergency Access Clearing: Removal of snow-damaged, bent, or leaning trees encroaching on fire roadways and perimeter fencing.

• Debris Management: All brush and vegetative debris will be chipped and broadcast evenly within wooded areas. Wood material too large to chip will be stacked aside. Larger white pine trees will be hauled off-site for disposal.

• Place of Performance: REG. 1/MERS VSAB, 63/65 Old Marlboro Rd., Maynard, MA 01754.

• Period of Performance: Not to exceed 120 calendar days from the contract award date.

• Work is to be performed onsite between the hours of 6:00 AM and 3:00 PM, Monday through Friday.

• Final acceptance will be conducted by the Contracting Officer's Representative (COR) based on recommendations from FEMA-MERS Designated Subject Matter Experts (SMEs).

Request for Information (RFI)

This RFI is issued by the Department of Homeland Security (DHS), Federal Emergency Management Agency (FEMA), Region 1 (R1) Mission Support Division to gather information on sources capable of providing tree cutting and forest area cleanup services. This RFI is for planning purposes only and is not a solicitation; it does not commit the Government to an acquisition approach or contract.

The RFI seeks information on companies that can provide tree cutting and forest area cleanup services. Respondents are asked to provide:

• A descriptive statement of their capacity to perform the work, including mobilization, scheduling, supervision, and self-performance estimates.
• Technical ability to perform at least 50% of the contract cost with their own employees.
• An overview of pricing models/cost structures, including labor categories and hourly rates.
• Details of similar projects completed in the past three years, including the extent of self-performance.
