Scope of Work
The contractor will support VA's Office of Real Property (ORP), contracting staff, and leasing officials in acquiring leasehold interests and other leasing actions. Key tasks include project orientation, GREX support, advertising, market research, Request for Lease Proposal (RLP) drafting and issuance, offer review, negotiation support, lease document preparation, and acceptance inspection coordination. Support for FOIA inquiries, Congressional inquiries, claims, litigation, settlements, and disputes is also required. The prime contractor must be registered under NAICS 531210 (Offices of Real Estate Agents and Brokers).
Contract Details
This will be a Firm-Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract. The IDIQ will have a 12-month base period and four (4) 12-month option periods, with a minimum value of $1,000.00 and a maximum of $30,000,000.00. Place of performance will be at designated Government sites, contractor facilities, or remotely, with all travel at the contractor's expense.
Eligibility & Evaluation
This acquisition is a 100% set-aside for SBA certified Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). Offerors must hold a current state broker license in the United States, District of Columbia, or a major U.S. territory at the time of IDIQ proposal submission. For task order awards, a current broker license for the state of performance or a partnership/co-brokerage agreement is required. The future RFP will utilize a Best Value Trade-Off evaluation process, with Technical Approach (Firm Experience and Management Plan) being the most important factor, followed by Past Performance, and then Price. Non-priced factors combined are significantly more important than price.
