Performance Work Statement (PWS)

This PWS outlines the requirements for a contractor to provide expert compensation consulting services to the Department of Veterans Affairs (VA), Veterans Health Administration (VHA). The primary goal is to ensure VHA has access to accurate, reliable, and recurring market-based third-party salary survey data to inform compensation decisions for a wide range of healthcare and other critical occupations.

The contractor will be responsible for:

• Survey Identification, Schedule, and Purchasing: Identifying, establishing agreements for, and purchasing approximately 50 national and regional salary, benefits, and productivity/staff ratio surveys.

• VHA Survey Data Collection and Distribution: Collecting, reformatting, and submitting VHA employee salary and benefits data for over 152 VA medical centers to third-party survey providers. This requires deep knowledge of VHA healthcare occupations and compensation structures.

• Data Analysis and Report Generation: Analyzing third-party survey results, aggregating market data, and creating market comparisons. This includes providing salary data (minimum, median, maximum, mean), ranges, and total cash compensation, as well as information on non-Federal employee benefits.

• Application of Geographic Differentials: Developing and providing geographic differentials to extrapolate national survey data to specific VA local labor market areas.

• Job Architecture (JA): Assisting VHA in maintaining a job architecture catalogue for career path alignment and compensation validation.

• Enterprise Compensation Solution: Providing a cloud-based enterprise compensation solution, potentially leveraging AI, to standardize pay setting, support compensation reviews, and authorize incentives. The current solution is PayScale's MarketPay, but its use is not mandatory.

• Period of Performance: One (1) base year with four (4) one-year option periods.

• Place of Performance: Contractor's facilities.

• Contract Type: Firm Fixed Price (FFP).

• Travel: Requires written approval from the Contracting Officer's Representative (COR) and reimbursement based on actual expenditures per Federal Travel Regulations.

• Security: Contractor personnel will require background investigations (NACI, MBI, or BI) depending on task risk designation. Strict adherence to VA information security and privacy protocols is mandatory.

• Deliverables: Include kickoff meeting minutes, an Integrated Master Project Schedule, purchased surveys, analyzed data in a cloud-based solution, geographic differentials, an instruction guide for the compensation solution, a Job Architecture Implementation Plan, and monthly progress reports.

This is a Sources Sought Notice for market research purposes to identify potential sources capable of providing Salary Survey Data Collection and Analysis services for the Department of Veterans Affairs (VA), Program Contracting Activity Central (PCAC). The objective is to gather information on interested and capable vendors for tasks including salary survey identification and purchasing, employee data analysis, cloud-based database provision, geographic differential application, and maintenance of a job architecture catalog.
