Statement of Work (SOW) / Performance Work Statement (PWS)

The Department of Veterans Affairs (VA) Office of Information and Technology (OIT) requires a comprehensive workforce analysis. The objective is to assess current capabilities, identify future workforce needs, determine gaps between supply and demand, and develop actionable recommendations. This effort aims to inform strategic planning, risk management, and investment decisions to ensure mission success and continuity of services for Veterans, particularly amidst major IT transformations like EHRM and FMBT.

The Contractor shall conduct a multi-phase workforce analysis for VA OIT, delivering a roadmap of human capital solutions. Key mandatory tasks and deliverables include:

• Project Management: Kickoff Meeting Materials, Project Management Plan, Integrated Master Schedule, Weekly Status Reports, Executive Briefings.
• Future Workforce Demand Analysis: Analyze OIT strategic plans and technology trends to develop a Workforce Demand Profile, Future State Role and Skill Taxonomy, and Workforce Demand Scenarios.
• Current Workforce Supply and Capability Assessment: Assess current OIT workforce using available data and skills assessments to produce a Workforce Supply Profile, Skills Inventory with Confidence Ratings, and Workforce Risk and Attrition Analysis.
• Workforce Gap and Scenario Analysis: Quantify gaps between future demand and current supply, providing a Workforce Gap Analysis Report, Scenario Impact Assessment, and Mission Risk Assessment.
• Workforce Solutions and Human Capital Program Development: Design practical solutions, including a Workforce Solution Recommendation, Human Capital Program Roadmap, and Implementation Cost Estimates.
• OIT Enterprise Engagement and Organizational Alignment Assessment: Evaluate OIT's organizational structure and operating model, delivering an OIT Enterprise Engagement Assessment, Organizational Alignment Findings, and Organizational Alignment Recommendations.

Optional tasks include completing workforce analysis for additional CIO organizations, implementation support for approved recommendations, surge/ad-hoc analytical support, and workforce program pilot design and evaluation.

The Contractor must ensure all deliverables are complete, accurate, and provided according to specified formats and schedules. Integrated project management, timely execution, transparent reporting (e.g., Weekly Status Reports), and executive briefings are required. Leadership feedback will be incorporated for finalization.

The base period of performance is 12 months. Subsequent option periods will be determined prior to solicitation release. All tasks shall be performed at the Contractor's facilities, which must be identified in the proposal. Federal holidays are observed.

• Applicable Documents: Compliance with various VA Directives and Handbooks (e.g., 0710, 6500, 6102), Sections 504/508 of the Rehabilitation Act, The Privacy Act of 1974, OMB Circular A-130, and VA-specific guides (VIP Guide 4.0, Product Line Management Transformation Playbook).
• Travel: No travel is anticipated for this effort.
• Data & Engagement: The Contractor will collect and analyze workforce data, identify gaps, and validate findings with OIT leadership.
