The Department of Veterans Affairs, Network Contracting Office 8 (NCO 8), is issuing this synopsis to conduct market research and identify parties interested in providing a Radiation Safety Officer (RSO) for the Orlando VA Healthcare System (OVAHCS). This requirement will be fulfilled through a personal services contract with a period of performance not exceeding twelve (12) months.
The applicable North American Industry Classification System (NAICS) code for this procurement is 541690 Other Scientific and Technical Consulting Services, with a small business size standard of $19.0 million.
The government will evaluate responses from industry to determine potential market capacity to provide consistent services as described in this notice.
The results of this market research will assist in determining the procurement method. This requirement may be set aside for small businesses, sole sourced, or procured through full and open competition. CANDIDATE QUALIFICATIONS:
An individual who meets one of the following criteria:
(a) Certified by a specialty board recognized by the Commission or an Agreement State, with the requirements:
Hold a bachelor s or graduate degree in physical science, engineering, or biological science with at least twenty (20) credits in physical science.
Have a minimum of five (5) years of professional experience in health physics (graduate training may substitute for up to two (2) years), including at least three (3) years in applied health physics.
Pass an examination administered by diplomates of the specialty board that covers radiation physics and instrumentation, radiation protection, mathematics pertaining to radioactivity, radiation biology, and radiation dosimetry.
(b) Hold a master s or doctoral degree in physics, medical physics, another physical science, engineering, or applied mathematics from an accredited institution, with:
Two (2) years of full-time practical training and/or supervised experience in medical physics.
Passed an examination assessing knowledge in clinical diagnostic radiology/nuclear medicine physics and radiation safety.
(c) Completed a structured educational program including:
Two hundred (200) hours of classroom and laboratory training in radiation physics, protection, math for radioactivity measurement, radiation biology, and dosimetry.
One (1) year of full-time radiation safety experience under a qualified RSO or Associate RSO.
(d) Hold certification recognized by the Commission or an Agreement State under § 35.51, with experience in radiation safety for similar byproduct material use.
(e) Is an authorized user, authorized medical physicist, or authorized nuclear pharmacist identified on a relevant license or permit, meeting the requirements in paragraph (d).
