Statement of Work (SOW) / Performance Work Statement (PWS)

To provide enterprise-wide access to a nursing quality indicators program that offers an integrated data network for measuring nurse-sensitive quality indicators. This aims to support national benchmarking, Magnet Accreditation, and contribute to a high-reliability organization model across VHA facilities.

• Provide secure, web-based access to a nursing quality indicators database for authorized VA users.

• Include data from participating facilities, aggregated for comparison with similar institutions.

• Offer reports on clinical and staffing measures, including trends and comparison data.

• Facilitate an annual Registered Nurse (RN) survey and provide associated reports.

• Provide nursing turnover tracking capabilities.

• Provide nurse education and certification tracking capabilities.

• Offer training in dashboard data entry, system navigation, and management, along with customer support.

• Nursing care hours per patient day

• Patient days

• Hospital-acquired infections (including CLABSI and CAUTI)

• Falls data

• Pressure injury data

• Annual nurse satisfaction survey results

• Nursing turnover rates

• Nurse education and certification tracking

• Platform access provisioned within 15 calendar days of Call Order award.

• System uptime of 99.5%, excluding scheduled maintenance.

• User account/access issues corrected within two business days for 95% of cases.

• 100% of required dashboards operational within 15 days of access establishment.

• Indicator data reflected in dashboards within 24 hours of successful submission for 95% of data loads.

• Comparison data and benchmark values updated at least monthly.

• Annual survey timeline and plan provided 30 days before launch.

• Survey reports delivered within 30 days after survey close for 95% of cycles.

• Training materials delivered within 15 days of Call Order award.

• Standard support requests acknowledged within one business day for 95% of inquiries.

• The Blanket Purchase Agreement (BPA) ordering period is five (5) years.

• Services will be provided at the Contractor's facilities (off-site).

• The contract will be a Firm Fixed Price (FFP) Blanket Purchase Agreement (BPA).

• No Government Furnished Equipment (GFE) is required.

• Contractor employees shall not have access to VA sensitive information or VA facilities, and no VA background investigations are required.

• All VA data must be maintained within systems complying with federal security requirements for healthcare data and must be kept within the continental United States.

This is a Notice of Intent to Sole Source for National Nursing Quality Indicators Database Access and Reporting Services for the Veterans Health Administration (VHA), Office of Nursing Service (ONS). The VHA requires access to a nationally recognized nursing quality indicators database to measure nurse-sensitive quality indicators for national benchmarking, alignment with the Magnet Recognition Program®, and improvement of patient safety and nurse retention. This is a Firm Fixed Price (FFP) Blanket Purchase Agreement (BPA).

• Enterprise-wide access to a nursing quality indicators program.

• Measurement and benchmarking of nurse-sensitive indicators for national comparison and Magnet Recognition Program® alignment.

• Support for a high-reliability organization model across VHA facilities.

• Access to quality metrics dashboards for tracking and analyzing nurse-sensitive indicators.

• Benchmarking and comparison capabilities among similar facilities.

• The system shall not require submission of Protected Health Information (PHI).

• Core indicators include: Nursing care hours per patient day, Patient days, Hospital-acquired infections (CLABSI, CAUTI), Falls data, Pressure injury data, Annual nurse satisfaction survey, Nursing turnover rates, Nurse education and certification tracking.

• Contract Type: Firm Fixed Price (FFP) Blanket Purchase Agreement (BPA).

• The procurement is being conducted under FAR 6.302-1 (Only One Responsible Source).

• This is not a request for competitive quotes. No solicitation document is available.

• Interested sources must submit a capability statement, proposal, or quotation by the closing date and time.

• Responses must demonstrate capability to meet requirements as described in the draft Performance Work Statement (PWS).

• The Government reserves the right to not compete the procurement based on responses received.

• Responses are due via email no later than Tuesday, June 16, 2026, at 1:00 PM Eastern Time.

• Respondents must be registered in the System for Award Management (SAM).

• The intent is to award to Press Ganey Associates LLC.

• A draft PWS is attached.
