The purpose of this Sources Sought announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Service-Disabled Veteran Owned Small Businesses, Veteran Owned Small Businesses, 8(a), HUBZone and other Small

Businesses interested and capable of providing the services described below.

Documentation on technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition.

This Sources Sought is for the Bath VA Medical Center located at 76 Veterans Avenue, Bath, NY 14810, and the Canandaigua VA Medical Center located at 400 Fort Hill Road, Canandaigua, NY 14424, who have a requirement for Energy Control Procedure (ECP)/Lockout-Tagout (LOTO) Services for one (1) base year and four (4) provisional option years. A site visit will be included in the official solicitation. All parts, labor, fees, and materials shall be included in the purchase order to perform:

Identify equipment and equipment energy sources that require ECP/LOTO procedures.

Develop ECP/LOTO procedures for each identified component above.

Develop and install identification labels for equipment energy sources.

Configure Brady Link 360 software and input all procedures into platform.

Conduct program and software training for VA employees.

Equipment List:

Bath campus: Estimated 243 ECPs

Canandaigua campus: Estimated 216 ECPs

Responses to this notice shall include the following:

Company name, address, point of contact (phone and email), DUNS/SAM UEI number

Type of business (e.g. SDVOSB, VOSB, HubZone, 8(a), WOSB, Small Disadvantaged Business, or other Small Business)

Capability Statement addressing the Company s qualifications and ability to perform according to description above.

Subcontracting plans (note the limitations on contracting at 50% for services, FAR 52.219-4, Limitations on Subcontracting, and/or VAAR 852.219-75/852.219-76)

Contractor shall be registered in SAM.gov. The NAICS Code is 541330 with a Small Business size standard of $25.5 million. SDVOSB/VOSB vendors shall be registered in the SBA VetCert Database.

Any offeror capable of providing this service shall notify the Contract Specialist no later than November 6th, 2025, 12:00 pm EST.
