Scope of Work

The contractor will provide six (6) qualified stationary engineers/operators to ensure continuous 24/7 coverage for the entire Hines VA campus, including boiler and chiller plants, and other hospital facilities. Key responsibilities include:

  • Operating and maintaining four (4) Cleaver Brooks 35,000 lb/hr water tube boilers and three (3) 1,200-ton Carrier Chillers.
  • Performing daily, shift, and as-required tasks as detailed in the Statement of Work.
  • Adhering to VHA Directive 1810 ("Boiler and Boiler Plant Operations") and the "VHA Boiler and Associated Plant Safety Device Testing Manual."
  • Providing bi-weekly written assessment reports of the boiler plant and supporting equipment.
  • Ensuring personnel possess a City of Chicago Stationary Engineer's License and a minimum of three (3) years of experience with high-pressure boilers and HVAC operations.
  • Complying with facility requirements, including background investigations (NACI Tier 1), PIV cards, and VHA Directive 1192 (influenza vaccination).

  • Period of Performance: Base period (August 1, 2026 - July 31, 2027) with four (4) one-year option periods.

The contractor is responsible for providing competent operators, with government-paid training limited to the first 10 operators.
