The Department of Veterans Affairs (VA) Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) intends to make a sole source award for national clinical recruitment and placement services with service-disabled veteran owned small business (SDVOSB), Arrow Arc LLC, 110 North Royal Street, Floor 400, Alexandria, VA 22314-3234.
Given the current shortage of healthcare providers and an increasingly competitive recruitment environment, as well as the urgency of the need, VHA is contracting for recruiting support in sourcing qualified candidates for clinical vacancies. The vendor shall refer pre-screened, highly qualified candidates in requested clinical occupations and specialties that may include but are not limited to physicians, nurse practitioners, registered nurses and mental health specialists.
Statutory Authority Permitting Other than Full and Open Competition: 41 USC §3304(a)(5), 38 U.S. Code § 8127(c), as implemented by FAR 6.302-5 (Authorized or Required by Statute). COs may use the non-competitive (sole source) procedures authorized in VAAR 819.7008 (DEVIATION) Sole Source Awards to a certified service-disabled veteran owned small business.
The decision to make a sole-source award is a business decision wholly within the discretion of the Government.
The North American Industry Classification System (NAICS) code for this requirement is 561311 with a small business size Standard of $34.0 million.
This notice of intent is not a request for competitive quotes. No solicitation document exists, and telephone requests will not be accepted. The Department of Veterans Affairs will NOT be responsible for any costs incurred by interested parties in responding to this notice of intent.
