Scope of Work
The VA's Office of Information & Technology (OIT), specifically End User Services (EUS), needs to scale its mission to modernize and standardize IT services, driven by significant growth from the PACT Act of 2022. EUS is building a centralized ITAM program to manage the accountability, lifecycle, and strategic utilization of VA's IT assets. This effort requires dedicated program management support to establish governance structures, standardize processes, coordinate activities across dispersed teams, and ensure compliance with federal regulations and VA policies. The anticipated period of performance includes a 12-month base period and two 12-month option periods.
Information Requested
The VA seeks information on competitive IT support services and strategies. Respondents should address their experience in:
- Supporting large-scale, enterprise ITAM programs, especially within federal agencies.
- Implementing ITAM programs aligned with CMMI Level 3 practices.
- Delivering program management, strategic planning, governance, and policy development for ITAM in federal environments.
- Using tools and methodologies for managing complex IT programs (scope, schedule, cost, quality, risk).
- Conducting ITAM process optimization (e.g., workflow analysis, Lean Six Sigma).
- Assessing and improving asset lifecycle processes.
- Developing strategic roadmaps for Hardware Asset Management (HAM) and Software Asset Management (SAM).
- Evaluating or implementing advanced ITAM technologies (AI-driven discovery, predictive analytics).
- Utilizing tools/platforms for enterprise asset discovery, inventory accuracy, and compliance reporting.
- Developing governance frameworks, RACIs, and policy documentation aligned with federal laws (FITARA, FISMA, NIST).
- Supporting audit readiness and compliance with federal cybersecurity and privacy requirements.
