Purpose & Scope

The VA seeks to replace its current project management process with a COTS SaaS PMIS to support approximately 400 users (150 VA staff and 250 support contractors) within VISN 22. The system will be used for architect/engineering and construction (AEC) and healthcare project management, providing VISN-level portfolio management and oversight across VA Medical Centers, outpatient facilities, and leased assets. It must support high-volume Non-Recurring Maintenance (NRM) and Minor Construction projects with lightweight workflows.
Key Requirements
The desired PMIS SaaS solution must be FedRAMP authorized at a Moderate or higher impact level and offer centralized enterprise functionality for electronic exchange, review, logging, routing, tracking, archiving, and management of design and construction documentation. It should include industry-standard workflows (RFIs, Submittals, Change Orders) and a native Business Process Management (BPM) engine. The system must be highly configurable without custom software development. Security requirements include compliance with VA Critical Security Controls, SAML 2.0, SSO, MFA, AES-256 encryption for data at rest, and TLS 1.2+ for data in transit. The solution must also comply with Section 508 accessibility standards, energy efficiency requirements, and specific VA guidelines for Generative AI if included.
Contract Details
The anticipated contract type is for a Brand Name or Equal to Kahua solution. The period of performance is expected to be one 12-month base period with four 12-month option periods. The consumption model will be license-based, with total cost determined by the number of users with system access.
Submission & Eligibility
Responses are due by May 26, 2026, at 3:00 PM EST.
