Scope of Interest
The VA is seeking solutions in several key areas:
- AI-enhanced RCM: Insurance verification, preauthorization, automation of patient account management (follow-up, denials, LMN, appeals).
- Revenue Integrity Tools: To improve provider/employee engagement and financial practices.
- Oracle/Cerner Millennium Integration: Bolt-on applications for HFMA standardized reports, customizable real-time/historical reporting.
- Charge Master: Enhancement and development options.
- Automation: For Revenue Utilization Review (RUR) and Service Connected/Special Authority (SC/SA) processes.
Solutions should demonstrate measurable financial and operational ROI, integrate with Oracle/Cerner Millennium workflows, be scalable, and ensure AI tools are auditable, explainable, and compliant with federal data governance.
Vendor Eligibility & Selection
Ten (10) vendors with the most relevant experience will be selected to participate. Required experience includes:
- Implementation of AI tools in large healthcare systems.
- Medical and pharmacy billing within an EHR environment.
- Insurance eligibility verification, denials prediction, non-MCCF capabilities.
- Computer-assisted coding, health insurance payment methodologies, and managing high volumes of claims.
- Knowledge of national/regional payer requirements, EHR interface integration, and VHA billing guidelines.
- AI governance elements (bias mitigation, human-in-the-loop, documentation).
- Experience in federal healthcare or similarly regulated public-sector environments, with FedRAMP/FISMA aligned security architectures.
- Payer agreement and contract management software solutions. A minimum of five (5) years of recent experience is required.
