Quick Summary

The Department of Veterans Affairs (VA) is preparing to release a formal solicitation for Technology Business Management (TBM) and Accounting Technical Enablement services. This effort, initially a Sources Sought, will be a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside on GSA MAS Category 54151S under NAICS 541519. A follow-on Request for Information (RFI) has been posted to GSA MAS (Request ID RFI 1809062), and the formal solicitation is currently forecasted for May 8, 2026.

Purpose & Background

The VA's Office of Information & Technology (OIT), IT Budget and Finance (ITBF) Branch, seeks comprehensive IT cost accounting support to enhance the accuracy, visibility, and utility of financial data for strategic decision-making. This opportunity has evolved from an initial Sources Sought, with market research confirming the acquisition strategy as a 100% SDVOSB set-aside on GSA MAS.

Scope of Work

The requirement involves providing detailed cost modeling, optimization, benchmarking, and cost-benefit analyses. Key tasks include categorizing, mapping, and allocating IT financial data using the TBM taxonomy, maturing the VA's TBM costing capability (including data integration, automation, and reporting dashboards), and creating/maintaining Standard Operating Procedures (SOPs). The contractor will also conduct quarterly financial audits, support internal controls, and manage financial data with robust data governance practices, including database administration, data staging, and Power BI report sustainment. Note: A previous PWS section related to the Office of IT Financial Management and Oversight Service (ITFMOS) has been removed.

Acquisition Strategy & Timeline

This acquisition will be a 100% SDVOSB Set-Aside on GSA MAS Category 54151S with a NAICS code of 541519 (Other Computer Related Services). The formal solicitation is currently forecasted for release on May 8, 2026, though this date is subject to change. A follow-on RFI (Request ID RFI 1809062) has been posted to GSA MAS to gauge offeror interest and address questions regarding the draft PWS and evaluation criteria.

Key Requirements

The VA anticipates requiring individuals certified in TBM with relevant experience in VA's selected ETL tool (Alteryx) and TBM modeling software (Apptio). Experience with SSIS-based data interfaces, Azure ETL, Power BI reports, and data quality control will also be critical.

Action Items & Next Steps

Interested parties should monitor GSA MAS (Request ID RFI 1809062) for the follow-on RFI and all further updates regarding this effort. Continue to follow this SAM.gov notice for updates until the formal solicitation is officially posted to GSA MAS.
