This solicitation seeks proposals for medical courier services for the Department of Veterans Affairs (VA) Durham Health Care System and its Community Based Outpatient Clinics (CBOCs) throughout eastern North Carolina. The contractor will be responsible for regularly scheduled and non-scheduled pickups and deliveries of laboratory specimens, x-rays, medical equipment, and other items.

• Provide regularly scheduled and on-call courier services.

• Transport various items including specimen containers, laboratory specimens (potentially with dry ice), x-rays, and medical equipment.

• Adhere to strict pickup and delivery timeframes, especially for STAT deliveries and laboratory specimen pickups (three daily at 11:00 am, 2:00 pm, and 4:00 pm EST).

• Ensure all items are transported in accordance with local, state, and federal regulations, including those for bio-hazardous materials and oxygen cylinders.

• Maintain proper temperature control in vehicles for sensitive materials.

• Ensure confidentiality of all patient information and records.

• Contractor must possess a state license and carry a minimum of $500,000 liability insurance.

• Couriers must be bonded and have communication devices.

• Vehicles must be equipped with bio-hazard spill kits.

• Compliance with Service Contract Act wage determinations is required.

• Personnel must be trained in "Universal Precautions" for bio-hazardous materials and handling compressed gases.

• Personnel must present a neat appearance, wear identification tags, and vehicles must display the company name/logo.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: 12 Months from date of award (Base Period: July 1, 2026 - June 30, 2027).

• Technical Capability will be evaluated based on experience and a detailed work plan.

• Technical questions are due by 9:00 AM EST on June 3, 2026.

• This acquisition is an Unrestricted set-aside for Small Business.

• VA Notice of Total Set-Aside for Certified Service-Disabled Veteran-Owned Small Businesses (SDVOSB) applies (VAAR 852.219-73).
