Scope of Work
The requirement is for daily (Monday-Friday, excluding Federal holidays) medical laboratory courier services. This includes:
- Pickup and delivery of medical laboratory specimens and materials between the specified VA facilities.
- Transportation of samples that may contain dry ice, frozen packs, and biohazard specimens, packaged and labeled per DOT/OSHA standards.
- A laboratory container exchange cycle, where empty containers are collected from VA WCHCS and delivered to CBOCs, while sealed specimen containers are picked up.
- The contractor must be licensed for interstate transport of bio-hazardous medical specimens and materials, carrying a minimum of $1,000,000 Commercial General Liability insurance.
- Vehicles must meet state/local laws, have adequate cargo space (min. four 2'x2'x2' containers), and be equipped with a bio-hazard spill kit.
- Courier drivers must be professional, have valid licenses, carry identification, complete specimen logs, and have two-way communication. They must be trained in handling Category A and B infectious substances (49 CFR Part 172, Subpart H) and HIPAA compliance. Proper temperature must be maintained in vehicles.

The VA previously solicited this requirement twice (36C25925Q0760 and 36C25925Q0790), but only Kangaroo Pick-Up and Delivery Service, Inc.'s quote was deemed fair and reasonable based on comparison to the independent government cost estimate (IGCE) and their established operational infrastructure.
Interested parties must submit information demonstrating their capability to meet the government's need and provide price reasonableness.
