This solicitation is for comprehensive courier services for the Jonathan M. Wainwright VA Medical Center (VAWW) and its associated Community Based Outpatient Clinics (CBOCs). The services include the secure, timely, and compliant transport of a wide range of items such as laboratory specimens, pharmaceuticals, medical and office supplies, prosthetic equipment, sterile and contaminated instruments, radiology reports, interoffice mail, and sensitive documents.

• Secure, timely, and compliant transport of various items.

• Compliance with applicable federal, state, and VA regulations, including those for handling biohazardous materials, pharmaceuticals, and protected health information.

• Courier routes must begin and end at VAWW daily, with final deliveries completed no later than 1530 local time.

• Laboratory specimens, pharmaceuticals, and logistics items must be transported in separate containers and not co-mingled.

• Clinical items (including lab specimens, pharmaceuticals, or patient-related materials) must not be stored overnight.

• Vendor personnel must be able to independently load and unload all items.

• All vehicles must be licensed, maintained, clean, in good working order, and locked when unattended with VA materials.

• Each vehicle must be equipped with a biohazard "Spill Kit".

• Vendor personnel must complete required VA training, including IATA Hazardous Materials Regulations, HIPAA Compliance Training, and Patient Privacy Training.

• A Contingency Plan must be developed and maintained.

• Contract Type: Firm-Fixed-Price.

• Period of Performance: Base period from May 1, 2026, to April 30, 2027, with up to four (4) one-year option periods, extending through April 30, 2031.

• Estimated Quantities: Provided for estimation purposes only and do not constitute a guarantee of volume.
