Performance Work Statement (PWS)

To procure daily mail presort services for the Overton Brooks VA Medical Center (OBVAMC) in Shreveport, LA. The goal is to ensure mail is processed in compliance with USPS presort and Intelligent Mail Package Barcode (IMpb) requirements to achieve cost-effective postage rates and support the VA mission.

• Mail Processing: Contractor shall provide labor, supervision, transportation, equipment, and materials for daily presort mail services.

• Mail Pickup: Contractor will pick up metered mail from designated OBVAMC locations Monday-Friday (excluding Federal holidays) at mutually agreed-upon times.

• Presorting & Barcoding: All eligible mail must be presorted and barcoded in compliance with the latest USPS presort and IMpb requirements.

• Delivery to USPS: Presorted mail must be delivered to the USPS on the same business day as pick-up.

• Undeliverable Mail: Return undeliverable or mutilated mail to OBVAMC on the next business day.

• Reporting: Provide a weekly written report to the COR detailing items processed, returned items, special service costs, postage used, and copies of PS 3600-R.

• Mail must be sorted into bins/tubs by category (letters, flats, parcels).

• Mail must be sealed and metered by the VA at current USPS automated rates.

• Presort and barcoding must comply with the latest USPS regulations and the Domestic Mail Manual (DMM).

• IMpb marking is required on each parcel or package.

• Address correction using USPS-approved methods is required.

• Mail must be processed, sprayed with a "Zip+4" barcode, presorted, and released to the USPS on the same day.

• Period of Performance: Base Year: 05/03/2026 – 05/02/2027, with four option years extending through 05/02/2031.

• Place of Performance: Overton Brooks VA Medical Center, 510 E Stoner Ave., Shreveport, LA 71101.

• Security & Confidentiality: All mail contains Personally Identifiable Information (PII) and must be protected. Contractor personnel must comply with VA information security and privacy requirements. Vehicles must be secured during transport. Lost or stolen mail must be reported immediately.

• Contractor Furnished Equipment: Contractor must provide all facilities, equipment, materials, and labor.

• Information Protection: Contractor must comply with all Federal and VA requirements related to data protection, encryption, and physical/logical segregation. Access to VA information systems requires background investigations and adherence to VA security policies.

• Training: Contractor personnel requiring access to VA information must complete VA Privacy and Information Security Awareness training annually.

• Reporting: Weekly reports are required. Invoices are submitted monthly via the Tungsten Network.

• CAPS Account: A USPS CAPS account will be used for postage payment; the VA will not issue postage funds directly to the contractor.
