Journals must be continuously updated with current issues and no embargo period. Key performance standards include 508 compliance, nationwide technical support, a single point of contact for customer service (2-day response), usage statistics, mobile device accessibility (Apple/Android), and unlimited enterprise-wide access with full-text PDF articles and online supplements. The anticipated period of performance is June 22, 2026, to June 21, 2027.

Set-Aside & Eligibility
This RFI will assist the VA in determining potential set-aside categories. Firms are asked to indicate eligibility for programs such as Small Business, HUBZone, 8(a), Small Disadvantaged Business (SDB), Women-Owned (WO) Small Business, Service Disabled Veteran Owned Small Business (SDVOSB), and Veteran Owned Small Business (VOSB). To qualify for a small business set-aside, offerors must be considered small under NAICS code 519290 (Library Services).
Submission Requirements
Interested contractors must provide:
- Company Name, Address, Point of Contact (Name, Email, Phone), and UEI Number.
- Indication of eligibility for small business programs.
- Confirmation of authorized reseller status for OVID LWW HIGH IMPACT COLLECTION, with signed documentation (no more than two years old).
- Information on whether the service is offered via a GSA contract (provide contract number or attach).
